Innovation of social management system is the important content of national management system and management ability of modern,the report is clearly put forward to build the party's 19 th work sharing the structure of social governance,social organization,as one of the diversified social governance main body,plays an important role in participation in community governance.Development of social organizations in China started late,however,the capacity is insufficient,lack of credibility and development environment is not comfortable factors such as restriction,social organizations in the city there are many problems in community governance.Therefore,to strengthen social organizations to participate in community governance predicament countermeasures aspects of theoretical research,to provide more research train of thought and ideas,is operational,practical,constructive countermeasure Suggestions,to strengthen social management has important significance and innovation.This paper takes the issue of “Social Organizations Participate in the Dilemma of Urban Community Governance and Countermeasures” as the research topic.From the perspective of social organizations participating in the governance of urban communities,through consulting relevant domestic and foreign literature,statistical surveys,field visits,etc.,we take the urban communities of Panzhihua City as an example.Investigate the difficulties of social organizations in participating in the urban community and countermeasures,hoping to provide a certain reference for promoting social organizations to play a greater role in participating in the process of social governance.This article is divided into five parts,according to the "what,why,how to do" research logic,this paper through to mr.zhang and typical communities,social organizations and analyze the characteristics and difficulties of the actual case,revealed in the advanced experience of developed areas at home and abroad on the basis of the countermeasures and Suggestions are put forward.The first part explains the research background and significance,comprehensive overview of domestic and foreign literature review,the innovation of research ideas and methods for basic introduction,further defined in this paper,the practical significance and research value.The second part introduces the basic concepts of governance,urban community governance and social organization,and expounds the general theories and relevant policy norms of community governance,civil society and multi-center.The third part,taking panzhihua city community as an example,introduces the basic situation and development status,and further analyzes the plight and causes of social organizations' participation in community governance.The fourth part introduces the social organizations of the United States,Japan,Singapore,Shanghai,Beijing and other developed regions to participate in community governance,and to analyze and draw on their advanced experience.In the fifth part,the author puts forward some Suggestions on how to participate in urban community governance from four aspects: Construction system,strengthening government support,perfecting management mechanism and creating social atmosphere.
