Tibet is located in the southwest border area of our country.It is an important national security barrier in China.The prosperity and development of Tibet is not only directly related to the well-being of the people of Tibet,but also to the stability of the border areas of the motherland,the unity of the nation and the security and consolidation of the border defense of the state.Because of the unique nature of Tibet's natural geography,historical humanities and religious folklore,as well as the particularity and complexity of the specific district situation in the autonomous region,the imbalance of urban and rural economic development and the uncoordinated development between cities and cities are more prominent.If this problem can not be effectively solved,it will not be conducive to the rapid development and long-term stability of Tibet,and it may aggravate other social contradictions.Therefore,the realization of the equalization of basic public service in the Tibet autonomous region is the proper meaning of the economic and social development of Tibet.It is the responsibility of the people's government at all levels in Tibet.At the same time,it is also an important way to realize the modernization of the governance ability of the autonomous region government.On the basis of theoretical rationality,this paper,starting with the theory of "Governance-good governance",government function theory,new public service and state building theory,measures the level of equalization of basiceducation,basic medical health,social security and foundation Shi Jianshe in all cities of Tibet by using the Gini coefficient method.In the light of the objective facts of the Tibet autonomous region and the non equalization of basic public services,the paper puts forward the policy proposals to promote the equalization of basic public services in the Tibet autonomous region from the angle of improving the government's governance ability.According to the research train of thought,its structure is divided into three parts:The first part is to raise questions,namely the first and second chapters.The first chapter is the introduction of this paper,which mainly introduces the background and significance of the research,the research status at home and abroad,the research contents,methods and research ideas of the paper,as well as the innovation and deficiency of this paper.The second chapter is the summary of the relevant theories and the definition of the basic concepts.The second part: analysis,including the third and fourth chapters.The third chapter briefly introduces the important achievements of Tibet autonomous region from four aspects such as education,medical treatment,social security and infrastructure,and then makes a horizontal comparison between urban and rural,regional cities and the national average level,and points out the existing problems of the equalization of basic public service in the Tibet Autonomous Region.The fourth chapter uses the Gini coefficient method to measure and analyze the basic public services between cities in Tibet District,and analyzesthe reasons for the non equalization of basic public services in the context of the autonomous region.The third part: solving the problem,that is,the fifth and sixth chapters of the thesis.In this part,from the perspective of improving the governance capability of the government,this paper puts forward some policy suggestions on promoting the equalization of basic public services in Tibet autonomous region.
