Research On The Equalization Of Basic Public Services In Tibet

Equalization of basic public services in Tibet is the basis for sustained,rapid and healthy economic development and social harmony and stability in Tibet.It is also the key for Tibet to complete the task of poverty alleviation,to win and to build a well-off society in an all-round way and to coordinate urban and rural development in the new era.Therefore,it has profound theoretical and practical significance to study and discuss the issue of the equalization of basic public services in Tibet.This research is based on the reality of Tibet as a frontier ethnic province,and on the premise of putting the equalization of basic public services into the special physical geography and human history factors in the region,tries to analyze the reasons for the non-equalization of basic public services in Tibet,and puts forward corresponding countermeasures,which will not only help to improve the level of the equalization of basic public services in Tibet,but also promote the autonomous region.The sustainable and coordinated development of Neiqi prefectures and cities has important practical significance for improving the efficiency of the overall public service supply in Tibet.At the same time,it has enlightening significance to clarify ideas and broaden channels for the discussion of strengthening the equalization of basic public services in frontier ethnic provinces.Based on the theories of governance,fairness and justice,and welfare economics,this study analyses the equalization of public relations services in Tibet,which mainly includes five parts.Firstly,it combs the development and changes of the concept of equalization of basic public services in China with the method of literature analysis,and then concludes the development and application of the concept of equalization of basic public services in Tibet.This paper analyses the current situation of the equalization of basic public services in Tibet based on literature and data.Thirdly,with the help of statistical yearbook data,it makes a comparative study of the equalization of basic public services in Tibet and other frontier ethnic provinces by using the methods of combining qualitative analysis with quantitative analysis,combining normative analysis with empirical analysis and comparative analysis.Fourthly,based on the results of empirical analysis and interviews with relevant personnel,the paper points out that the problems in the equalization of basic public services in Tibet are as follows: the overall level of basic public services is backward,the local financial revenue is low,the contradiction between supply and demand of basic public services is prominent,the cost of basic public services is high,the output efficiency is low,the dependence on central finance is large and the differences between cities are obvious,and gives corresponding suggestions.Fifthly,the paper puts forward countermeasures and suggestions for improving the level of public service equalization in Tibet: First,innovating the concept of work and coordinating the development of the whole region;Second,vigorously developing the national economy and increasing financial revenue;Third,speeding up the transformation of government functions and strengthening system construction;Fourth,introducing market mechanism to increase the main body of supply;Fifth,Promoting the New Urbanization of Main Cities and Promoting the Improvement of Public Service Level.Sixth,we should increase government financial transfer payments and invest more financial funds in rural public services;and Seventh,We will promote the formulation and implementation of public service policies and improve their democratization and scientificalization.
