Research On Tibet's Local Education Legislation

For our national development,education is a fundamental task crucial for generations to come.So that education is a deciding factor to the rise and fall of our country and nation.In the meantime,the level of regional education will directly effect the change of talent system and the economic development.Tibet is a very important autonomous region in our country,and its education is very important also.It is easy to see that Tibetan education has grown up quickly after the reform and opening-up of China.In this time,the level of Tibetan education has strongly improved.But on the other side,the integral level of Tibetan education is still significantly lagging behind the interior of China.Gaze at Tibetan education in the background of educational reform,we can find that the problem of educational legalization is more and more severe.Standardizing those educational activities and behaviours by policy making may be a good way,and it can promote the level of Tibetan education.For that reason,this dissertation uses literature research method,investigation and interview method,case study method and so on to research how to establish a perfect and mature system of educational legalization in Tibet.We also give some suggestions for the future legislative system of local education in Tibet.This dissertation divides into five parts.The first part of this dissertation is introduction,which analyze the current practical problems that the basic education of Tibet faced.Those problems include the lag of educational concept,poor educational resources,lack of teacher resources,low quality of teaching and so forth.Combined with the method of literature,we propose a basic proposition which is to improve the level of Tibetan education by means of educational legalization.In the second part of this dissertation,we discuss the connotation and characteristics of Tibetan local education legislation.Those characteristics include attribution,pertinence,concreteness,antecedent,timeliness and complementarity.By the reference of normal local education legislation,It is clear and definite that Tibetan local education legislation should guarantee the principles include national common prosperity and equality,separation of education from religion.We also give the guiding ideology of education legislation,and propose some suggestions for the future Tibetan local education legislation.In the third part of this dissertation,we summarize the basic education legislation that already exist.By the means of comparing educational development,we make sure the scientificity and rationality of educational legalization.In the forth part of this dissertation,on the base of present situation of Tibetan education legislation,we summarize its major problems,which include imperfect structure,low technology,imperfect content,low level of supervise for education law enforcement.We propose the thorough analysis for the following specific solutions.In the fifth part of dissertation,we propose some specific solutions for Tibetan local education legislation.It include four aspects.First,we perfect Tibetan local education legislation type,so that we can realize the interaction of central and local.We can also advance the establish of Tibetan local educational regulatory system.Second,we improve the level of Tibetan local education legislation,which is to increase theoretical research of legislation,perfect the establish of legislation team,make sure the planning and forecasting of Tibetan local education legislation,consummate hearing system.Third,optimize the content of Tibetan local education legislation,regularly evaluate implementation of education laws,integrate ethnic local characteristics and traditional culture into education legislation.Forth,enhance the supervision of Tibetan local education legislation,perfect the supervision mechanism,strengthen the propaganda of legislation,reinforce the establish and the operation of information feedback system.
