Under the background of New Curriculum Reformation, curriculum standards of Moral Lessons require teachers who are the main participant of reforming to develop and to utilize all kinds of resources which is positive for us to achieve the goal of the reformation. Especially the resources exist in the classroom,school,family and community and so on, which could be concluded as Hidden Curriculum Resources——HCR. As part of curriculum resources of Moral Lessons, the HCR has incomparable huge advantages that beyond the reach of normal explicit resources. Taking full advantage of HCR is not only good to optimize the theoretical research on curriculum resources system of Moral Lessons, but also is useful to enhance the effectiveness of moral education in primary schools.In consideration of the daily teaching work on developing and utilizing HCR of Moral Lessons, so many problems could be observed despite the increasing resource types and utilization ratio. The main aspects will be listed as follows. First of all, as the most important part some teachers show a lower willingness to develop HCR. Secondly, the developing objects are basically sources in the school, focus on the material level only. Thirdly, the process of development and utilization is lack of normative and scientific. The last,the inefficiency of utilization makes lots of HCR were wasted.During the developing and investigation progress, the main reasons could be concluded as below. The first part is limitation of teachers' ability to go further, such as their low awareness of utilization on HCR, poor energy and ability, etc. Also, the deficiency of schools in guiding the development and usage process is thoroughly exposed. They have low awareness to guide the teachers, no relative training applied for the principals also no available management on the resources that had been developed. Furthermore, as it shows, both school and teacher are lack of essential helps and supports out of school. They are eager to ask for support and cooperation from both students' parents and departments.Based on the research result of predecessors and current situation of HCR, by using the methods of literature, questionnaire survey and interview and combining with the actual situation of XX School in Jinan City to explore the developing on HCR of Moral lessons, the paper put forwards below concepts and suggestions.First,heighten the awareness and abilities of the corresponding subjects to develop and to use HCR of Moral Lessons; Second,following the basic principle of digging into usage of HCR for Moral Lesson; Third,enrich the content of HCR development of Moral Lessons to fully tap various aspects that is useful to achieve the goal of education, the aspects including the school, the community and the family; Fourth, put forward necessary plan to lead the reforming progress through locating the objectives of Moral Lessons to select and to develop HCR. This could help establish pool of resource on HCR. Fifth,we also need to strength communication between the school and outside the school to maximize the usage of resources and the upgrade of the pool of HCR.
