The comprehensive national strength competition in the 21st century is talent competition. Therefore, talent training is becoming more and more important. Economic and social development requires a large number of high quality talents with ethical and competent integrity and the innovating ability. It shows that the secondary school education is the indispensable key stage for future highly qualified talent training. While political lesson teachers at the middle school are the backbone and core strength of the school moral education, their personalities, positive or negative, will directly influence high school students for their setting-up of the correct scientific world outlook, the outlook on life and values. Just as Deng Xiaoping once points out that it is the teacher that decides whether a school can cultivate qualified talents for socialist construction. Jiang Zemin at the third national education work conference also points out that high quality teachers’ team is a basic condition of high quality education. Hu Jintao stresses at the party’s eighteen conference report that the teachers’ team needs construction further, the improvement of ethics and business ability as well as the enhancement of teachers’ sense of honor and responsibility of teaching. Xi Jinping emphasizes again and again, the teachers’ ideological and political quality and moral sentiment have a strong influence and appeal to young students. Thus, to strengthen the teacher team construction, build a strong political, business, discipline strict, style are the combination with the working group of ideological and political education, ideological and political work. It is the premise and guarantee at school to realize double destinations both teaching and educating. In this sense, the significance is far-reaching for this study of the personality and responsibility of political lesson teachers at middle schools.In this paper, three main chapters are equally laid out in addition to introduction and conclusion.The first chapter mainly explains the diathesis developing connotation, its theoretical basis and necessity of high school thought political lesson teachers. From their diathesis development, the theoretical basis of quality development under the background of new curriculum reform to the necessity of implementation are analyzed in detail, and the paper also states the new demands and new challenges to the current high school thought political lesson teachers’ quality development.The second chapter mainly analyzes the current situation of middle school thought political lesson teacher quality. Based on the actual investigation, the detail analysis is made for the research on the background of new curriculum reform of the current high school thought political lesson teachers’ main achievements in the field of quality promotion, and in the face of an increasingly complex social environment and school moral education the new requirements of high school thought political lesson teacher still exists in terms of quality problems, as well as the performance and the causes of these problems.The.third chapter discusses the new curriculum reform under the background of high school thought political lesson teachers’quality development and the relevant approaches. In reality, three aspects, their own countries, schools, teachers, are fully discussed with the high school thought political lesson teachers’ quality development and the main path to its own countermeasures. Some suggestions are made in the conclusion of this paper to further strengthen and improve the work in this aspect for the schools related to provide an in-depth thinking.
