With the arrival of the legal state, strengthen law-related education of students is one of the conditions that ensuring the sustainable development of the rule of law. The Fourth Plenary Session of the 18th CPC Central Committee proposed" putting the law-related education included in the national education system and grabbing from baby, establishing a course in law-related knowledge in primary and secondary school ",which attracted the attention of many people of the educational circles. Positive response to a call for education department to carry out the education of rule of law for students in primary and middle school across the country, at the same time, the curriculum system of rule of law education of primary and secondary schools has become the focus of all.Teaching material is the core part of the curriculum system, law-related education of primary and secondary schools teaching material content fusion in political ideology and moral character education teaching material, because of its no independent discipline status in school education. So use "law-related education of primary and secondary schools curriculum content system" to represent law-related education in political ideology and moral character teaching material, and carries on the in-depth research.Starting point is the founding of the People's Republic of China, the reform and opening up and the coming of the 21st century as a cut-off point, analysis of development in law-related education of primary and secondary schools curriculum system and content in various stages, clarify its development since the founding has important reference and reference value to analysis law-related education of primary and secondary schools curriculum content system at once.On the basis of inheriting predecessors' research results, according to use the part of principle of system theory to analyze Integrity, hierarchy, openness and purpose of law-related education of primary and secondary schools curriculum content system in political ideology and moral character teaching material of People's education press, and concluded the following main problems in the curriculum content system which law-related education of primary and secondary schools:what the problems in integrity it is the three elements (knowledge, ability, the values of emotional attitudes) structure is unreasonable, the content distribution of scattered in each factor, the lack of integrity, the rule of law ability to ignore the power and ability to protect their rights, the order is unreasonable of content arrangement in the rule of law concept-the obligation to obey the law in the former, right to use the back; Hierarchy is the problems of content level of poor link between lack of cohesion; Openness problems is to grasp the degree of the open; Purpose is not target cohesion, and the problems of poor integrity, the contradiction between the course target and the realistic goals. Through the data collected from lead to law-related education of primary and secondary schools curriculum content system is the main reason for the problem are as follows:law-related education of primary and secondary schools curriculum content system is still in the stage of development, "sponsor", curriculum content writing basis is not sound, etc.; Law-related education of primary and secondary schools become a mere formality, curriculum content writers in the lack of the right of law-related education, primary and secondary school education curriculum content writers not unified under the rule of law, etc. Combined with the problems and the reason for law-related education of primary and secondary schools curriculum content system four aspects to improve:holistic aspect mainly for the reasonable distribution of the three elements of each stage; Levels of various stages of the main body function and the effective connection between phases; Openness means open and the precondition of reasonable interpretation; Purpose in main purpose explore the basis of a set.That completing law-related education in primary and secondary schools course content system is important to improve the effect of law-related education and the position it in primary and secondary schools, but also to primary to improve the quality of law-related education, promote the students' legal quality.
