Legal education of primary and secondary schools is to build a socialist rule of law system and the inevitable requirement of improving the quality of civil law, also is the implementation of the decision of important topics of the CPC central committee and the ministry of education. Moral teaching material content for primary and secondary students is an effective carrier of legal education for primary and middle school students and the basic basis, but there are some problems in the reality of the legal education of primary and secondary school moral teaching material content, and little research in the current studies of legal education in primary and middle school political lesson teaching material content. In this article, through the analysis of primary and secondary school moral teaching material content, using literature research, text analysis and comparative research, the author makes an in-depth study of existing problems in legal education of primary and secondary school moral teaching material contents and puts forward the corresponding suggestions.This article is divided into four parts for studying the content of legal education of primary and secondary schools. First of all, the first part is to introduce an overview of the theory of legal education in primary and secondary schools, mainly based on the education theory, cognitive development theory and system theory. Then, the second part is to introduce the basic content of moral teaching material of secondary and primary school education, including the primary "morality and life" and "moral character and society" teaching in the legal education content, the Shandong version of junior middle school "moral character" in the textbook of legal education and the legal education of ideological and political lesson teaching material contents in high school. And the author made a simple description on the content of legal education in other versions of textbooks. Based on the three criteria of scientific rationality, the third part mainly analyzes three problems existing in the content of the textbooks of primary and secondary school moral education law: one is the lack of integrity in legal education, such as political education in primary and secondary school textbooks in the content and system of the lack of legal education is not enough; the two is the lack progressive education of legal education, showing content duplication disorderly, and grade education content distribution is not reasonable; the three is the lack of cohesion in legal education. For example, the transition between school educations is not obvious, and the relation is disjointed between educational content and life. In view of the above problems the legal political education course in primary and secondary schools in the teaching materials, the fourth part discusses the countermeasures to perfect content of the legal education in moral teaching materials of secondary and primary school education: one is the perfection of legal education, mainly to supplement knowledge deficiency, enrich the content module and adjusting knowledge structure, strengthen the system of the progressive; the second is to strengthen legal education, mainly promoting the proper integration of knowledge and legal education content grades reasonable distribution; the third is to strengthen the legal education, mainly carrying on the reasonable transition of legal education content between segments, and strengthening the link between educational content and life.Based on the moral teaching material in primary and secondary school, the author studies the content of the legal education of primary and secondary schools, finds the problems existing in the content of legal education of primary and secondary schools and puts forward the countermeasures of perfecting the legal matter of moral teaching material in primary and secondary school, in order to continuously, step by step carry out the corresponding legal education for students of different age stages and different development characteristics, improve the effectiveness of legal education and ideological and political education of primary and secondary schools.
