School is a special social organization aiming at educating people.Compared with other social organizations,it has obvious characteristics of loose connection and public welfare.In the process of school management,simply applying the bureaucratic system will bring about many management problems,resulting in many levels of school management institutions,the effect of staff target replacement is more common,the effect of teachers' participation in school democratic management is not ideal,the creative thinking of teachers and students is imprisoned,and the phenomenon of teachers' job burnout is more serious.The new public management theory fully draws lessons from the theoretical achievements of public choice theory,principal-agent theory and transaction cost theory,pursues the management concept of big market and small government,fully draws lessons from the advanced concept of modern enterprise management,and emphasizes the use of market mechanism to provide public services,which is the core proposition of the new public management theory.The core concept of the new public management theory provides a reasonable theoretical basis for the reform of the school bureaucracy management system.Using the new public management theory to analyze the existing problems in the school bureaucracy management provides a new theoretical perspective for further optimizing the school bureaucracy management system.Using the new public management theory to analyze the problems faced by the current school bureaucracy management,it is not difficult to find that the main reasons that lead to frequent school management problems include: weak "customer" awareness in the process of school management,lack of market-oriented school management mechanism,too rigid regulation and process control of teachers,imperfect decentralization mechanism of school authorization,and single evaluation method of performance-based teachers.etc.To use the new public management theory to optimize the bureaucratic management system of schools and overcome various difficulties faced by school management,we can start from the following aspects: adhere to the "customer" orientation,establish a new concept of teacher management,improve the comprehensive quality of teachers,and strengthen the exchange and cooperation of teachers' teams;Introduce market mechanism appropriately,improve personnel competition mechanism,simplify administrative procedures,strengthen cross-level communication and realize flat management;Flexible use of process regulation,establishment of result-oriented rules and regulations,implementation of scientific target management,improvement of teachers' participation in management mechanism,and giving teachers more autonomy;Change the school's sense of authority,promote the shift of management focus,improve the management mode of authorization and decentralization,and establish and improve a new supervision mechanism;Establish a scientific and comprehensive performance evaluation target system and teacher classification evaluation model,improve the reasonable performance incentive competition mechanism,and build an effective way for teachers to participate in evaluation.
