Balanced development of basic education is currently facing the country in the basic education in the subject of the test,the significance is profound.The research area of our country entered the school standardization construction has a very obvious effect,but the balanced development of compulsory education at the present stage,the main obstacle is the distribution of teachers all that will optimize the allocation of teachers as an important measure to solve the state compulsory education is not balanced,this is the priority among priorities of the development of compulsory education.Due to various factors,between different regions and different school teacher exchanges almost stagnant,teachers have no enthusiasm for the policy,there is more resentment.Therefore Under the background of the balanced development of compulsory education,how to promote the flow of middle school teachers is a worthy research direction.This paper uses the questionnaire survey in the research process,to investigate and analyze the teachers' willingness to communicate in the compulsory education stage in H City,at the same time the interview survey method,interview the local education department related to leadership,to conduct in-depth understanding of the problem,and then in-depth analysis and research.This paper mainly contains several aspects.Firstly,based on the research background,problems in the current research situation analysis,analysis and interpretation for compulsory education in China.Secondly,the teacher exchange policy for teachers to exchange status of H City compulsory education stage questionnaire analysis,to understand the teachers The hospital.Then on the basis of investigation and Analysis on the specific factors of the current stage of compulsory education teachers' willingness to communicate at the same time through the analysis of the relationship between the various factors described.Finally,according to the specific factors that influence teachers' willingness to communicate in order to find out the specific countermeasures.Through the survey found that the current stage of compulsory education teachers in H city will not very strong,many teachers said their communication is not for their own reasons,but based on the external conditions.After analysis,factors affecting teachers' willingness to communicate mainly includes three aspects,namely institutional factors,organizational factors,personal factors,because the system is not perfect tissue culture,weak,personal sense of participation in the exchange of teachers will eventually lead to not strong.Based on this,to realize teachers' willingness to communicate in the promotion,should be through the improvement of the system of culture,organization culture,personal ideology and so on,so as to achieve the ultimate goal.
