According to the "opinions from the Ministry of education on curriculum reform to deepen the fundamental task of cultivating a person with moral character", the standard for the system of students' core competences and the quality of academy should be studied and set, based on which the curriculum of high school and the standard of it can be revised. The most obvious change of the new curriculum is that on the basis of the goal of knowledge,ability and emotion value, it emphasizes that the construction of the curriculum standard system should be based on the cultivation of core competences. To be specific, it is cultivating the four main core competences of the agreement on political identification, the recognition of rule of law, the rational spirit and public participation of high school students.This thesis mainly focuses on how to cultivate the students' core competences of politics.At the same time,it also emphasizes how to cultivate the students'four main competence from the angle of analyzing teaching design. Through participatory observation, interview,material collection and methods of case study, in this thesis, the problems of teaching design and the implement strategy of optimizing teaching design to promote the core competences are discussed.This thesis includes five parts. The first part is the introduction,which introduces in detail the research background, basis, significance and current situation, especially emphasizes the necessity of the study. The second part is the literature review in which some key concepts have been referred and defined. The third part is the analysis of present situation and problems of teaching designs, which is based on the cultivation of the core competences of politics. After analyzing the present situation and problems of teaching, the necessity and the background knowledge of this thesis are found. The fourth,part is the main part of this thesis. Based on the implement strategy of cultivating the core competences of politics of high schools, the thesis mainly analyzes how to cultivate the students' core competences and to promote the quality of the citizens and the ability of lifelong development from the four key elements: teaching objectives, teaching situation,teaching activities and teaching evaluation. Combined with my practical teaching design case, the thesis provides specific countermeasures. The last part is the conclusion which is the summary and reflection on the study.Tao Xingzhi once said,' Students at present are the citizens in the future. The citizens in need in the future is the students who should be cultivated at school today.' It is our duty to design teaching based on cultivating the students' core competences, which is aimed to cultivate the students to be the citizens who have their own opinions and ideals in terms of agreement on political identification; to be the citizens who have their own thought and sense in terms of rational spirit; to be the citizens who have their own dignity and discipline in terms of the recognition of rule of law; to be the citizens who have their own responsibilities and sensibilities in terms of public participation.
