In recent years,with the development of social economy,the demand for high level talents is more and more urgent,local governments gradually realize talents especially high level talents an important role in the economic construction and social progress.How to introduce talent,make good use of talent,retain talent,to maximize the value of high-level talent,is now placed in front of the local government a realistic issue.This paper analyzes the status and policy of Rizhao City talent introduction,according to the economic and social development level is not high resulting in less attractive,lack of motivation of talent development,the carrying capacity of the introduction of high-level personnel is not strong,the organization and construction of information platform and policy requirements,analyze the problems and put forward corresponding countermeasures.Through the analysis of foreign talent introduction and the comparison between China and foreign countries.This paper summarizes the Shanghai City,Qingdao City,the introduction of talent experience,through the discussion on the introduction of talent in the main way,as well as the safeguard mechanism,construct the mode of introduction of talents in Rizhao City,put forward the development direction and positioning of Rizhao City industrial structure adjustment,improve the evaluation mechanism and the high-level personnel exit mechanism,optimize the growing environment the government,with the introduction of high-level talents play the main role of leading Countermeasures of high level talents.To optimize the high-level personnel policy must maintain continuous innovation concept,highlight the local characteristics,make scientific planning,improve the management system,to ensure that agency personnel in place,and carry out the assessment,training and assessment,optimize the environment for the growth of talent policy to achieve high gold content,strong competitiveness and achieve high level talents attracted into,stay well.
