With the rapid development of our country's social economy,local governments at all levels have introduced policies for the introduction of high-level talents in order to adapt to the transformation of economic structure,and the competition for high-level talents at home and abroad has become increasingly fierce.The Dalian municipal government paid early attention to and put into research on the introduction of high-level talents.For many years,in order to promote the high-level development of the economy and society,Dalian has continuously adjusted the introduction of high-level talents.However,due to various reasons,the effect of attracting intelligence is not satisfactory.A series of problems have emerged.By means of comparative analysis,literature analysis,questionnaire survey and interview analysis,this paper makes a study on the introduction of high-level talents by the Dalian municipal government,and then further explores the shortcomings in the introduction of high-level talents in the new situation of economic and social development in Dalian.And through the analysis of the reasons for the introduction of high-level talents in Dalian City to explore the feasibility of countermeasures and suggestions.Through the analysis of the demand for high-level talents and the effectiveness of the introduction work in Dalian,the main shortcomings in this work are: the lack of an internal and external environment that attracts high-level talents,making domestic and foreign high-level talents "unable to attract",Dalian high-level talents The demand is far greater than the supply;Dalian is in the initial stage of economic restructuring and the development of emerging industries.It lacks leading talents that drive the development of key industries,and the high-level talents imported can not meet the actual needs of Dalian's development.The lack of overseas initiative to attract talents is too simple.This paper tries to find out the reasons of the problem and put forward some suggestions,such as: establishing the database of supply and demand of high-level talents,setting up and improving the strategic plan of high-level talents introduction according to local conditions;Create a high-quality Dalian high-level talent introduction environment;Establish a scientific high-level talent evaluation system;Establish long-term communication channels and multiple introduction channels;Establish and improve the incentive mechanism for high-level talents.
