Reading Chinese core literacy is not only an important support,but also personal learning ability,and personal accomplishment and an important foundation for lifelong development,is also the country's social civilization and the comprehensive national strength important symbol.The primary school stage is a critical period for the formation and development of human reading literacy,which is susceptible to various factors and constraints.Currently,the study on the influencing factors of reading literacy has been paid much attention to in the world.PIRLS argues that“reading literacy is the most important skill a student should have since elementary school.” Only by mastering the ability of reading,can children learn other knowledge better,so as to more confidently integrate into the society and meet the needs of life,work and even survival.Only by learning how to read can we improve our ability to appreciate and accept all kinds of information to meet the needs of the development of the individual spiritual world.To enhance reading literacy as a starting point,this paper take the teacher's questions in the design of Chinese teaching or design activity as the breakthrough point,using the basic reading PIRLS2016 evaluation framework to human version of the 135 grade reading point to problems in teaching design.After the multi-level evaluation and analysis of the selection and teaching design,the conclusion and enlightenment are drawn,and the period is to arouse other researcher's thinking.According to the expected assumption,the main research contents of this study include the following aspects:The first part is the introduction part of this article.This part mainly elaborates the study of the primary school Chinese reading teaching design based on PIRLS origin,research content and significance,research status,research objects,ideas,research methods as well as the core concept definition,research on reading and international reading literacy assessment project to make the literature review.Through the domestic and foreign scholars' research on reading accomplishment,the connotation and operational definition of reading literacy are defined.The second part is the theoretical basis of the research such as the theory of the“recent development zone”.The third part is the research process and result analysis.This part is the focus of this article,mainly according to the classification standard of PIRLS,to read threegrade schools are different types of activities or problem on the teaching design of classification statistics,and compare the differences between teachers' teaching design and analysis of the primary school reading teaching of reading.The fourth part is the study of revelation and conclusions and recommendations,based on the conclusion of research about reading literacy,carries on the teaching design of the main points of attention and to give advice and enlightenment to the elementary school language teacher.
