Since the Reform and Opening up of China,the development of higher education in our country has gained remarkable achievements.But at the same time,higher education is still faced with many problems.For example,since the popularization of higher education in our country,the number of teachers has increased rapidly.These young teachers often have the characteristics of professional experts and teaching newbies.Therefore,a pre-job training system has gradually been developed and improved for new teachers in colleges and universities in our country in the past twenty years.Relevant trainings in various regions spread like a raging fire.But because of the reasons that the development time is short and the necessary resources and theories are not sound and so on,the pre-job training of new teachers in colleges and universities is hard to obtain corresponding effect,which makes how to evaluate the training carried out and use the evaluation results for the improvement of the following projects become the breakthrough to solve problems.The project evaluation of pre-job training of new teachers in colleges and universities belongs to the category of education evaluation,which mainly involves the value judgment of project design,implementation and the final results and is the process to do certain adjustment and improvement on training project.The paper explores the training evaluation theory.Based on the classic Kirkpatrick 4R Model,it analyzes the characteristics of the pre-job training of new teachers in colleges and universities and constructs the project evaluation model of pre-job training of new teachers in colleges and universities with the implementation of related projects.On the basis of constructing the model,it determines the evaluation indexes of the pre-job training project of new teachers in colleges and universities by using Delphi Method,including four primary indexes,twelve secondary indexes and thirty three-level indexes.Later on,the study uses the model in practice,takes the pre-job training project of new teachers in colleges and universities in Shanghai as the object,obtains the evaluation results of the project on qualitative and quantitative aspects and the four levels of reaction,learning,behavior and outcome and examines the usage of the evaluation model as well as the effectiveness of the implementation of the project.The design and use of the model has provided quality assurance for implementation of pre-job training project of new teachers in colleges and universities and puts forward suggestions for related projects from evaluation system and methods and providestheoretical and practical guidance for the development and improvement of pre-job training of new teachers in colleges and universities in other areas.
