With the global economy entering into the new normal development, technology a nd innovation have become a significant force which will guide the development of eco nomy and society in future.Training topersonnelis a key factor in fully-deepened reform to promote the national integrated competition. As the ―world engine‖, the rapid devel opment of Chinese economy makes a growing demand for human resource. Higher educ ation proves to be the major carrier for cultivating the personnel needed from the perspe ctives of disciplinesuperiority, scientific research, community service and culture.Highe r vocational education, as an integral part of higher education in China, plays an ever-in creasing strategic role in higher education system. At the same time, the rapid developm ent of society brings a new challenge to the teaching quality of the teachers in higher vo cational colleges. It is vital that we should carry out on-job training for the teachers to i mprove their quality and promote their professional growth to meet the requirements of society.Although the government has devoted considerable manpower and material and financial resources during the ―Twelfth Five-year Plan‖ period, the results, quality and benefits of training have yet to be further improved. The author finds that there is no sufficient attention to the effects of training for higher vocational teachers and lack of relevant documentary evidence to support. This paper takes a higher vocational college(W) as example, investigating the current situation and problems in training activities for teachers and analyzing reasons based on theoretical modes concerned for putting forward optimizing strategy to enhance the training effect.In this paper, firstly, the author reviews the appraisal theories of training effect on the basis of sorting out the relevant documents to lay a conceptual foundation. Secondly, based on Kirkpatrick’s evaluation model theory, the author designs a questionnaire to higher vocational teachers to analyze the significant problems in this college(W) combined with the training effects. Then, the author discusses the mechanism of the problems and optimizing strategy from the angles of organization, training and individual. Finally, the author summarizes the main contents about this paper and points out the key points for further study.
