Analysis Factors Of Satisfaction Of Natural Rubber Thoroughbred Allowance Policy

Natural rubber is the important strategic materials and industrial raw materials in China. It plays an important role in national economic development. Natural rubber is a kind of typical resource constraint product. Planting natural rubber is influenced by soil, climate, topography, lighting and so on. This situation restricts the sustainable development of the natural rubber industry in China. Under the influence of less natural rubber self-sufficiency, limited land resources, natural disasters and so on, the government urgently needs to solve some problems. The problems are to promote sustainable development of the natural rubber industry and ensure the supply of natural rubber. In this background, our country began to implement the thoroughbred allowance policy since2006. Its purpose is to promote natural rubber thoroughbred seeds, raise thoroughbred varieties coverage, enhance the level of rubber production, improve the structure of natural rubber garden, transformation of the mode of growth and promote sustainable development of the industry. Therefore it is very necessary to research on which factor are affecting the satisfaction of the thoroughbred allowance policy.This paper, by using a weak industry support theory, welfare economics theory, agriculture more functional theory and satisfaction theory, using data of micro data from286rubber planting farmers to analyze the satisfaction of the thoroughbred allowance policy. Then binary logistic regression model is established to analyze main factors which influence the satisfaction of the thoroughbred allowance policy of rubber farmers. At last, suggestions are put forward for the development of the thoroughbred allowance policy and the natural rubber industry according to farmers' satisfaction.The research shows that rubber farmers demand for natural rubber subsidies. They want the country to implement preferential policies to help then grow natural rubber. And most rubber farmers satisfied with the thoroughbred allowance policy. They buy guaranteed natural rubber seeds at a low price. This is helpful to increase production. The logistic regression model test result shows that subsidy program, degree of education, degree of understanding, area of subsidy, planting enthusiasm and quality of seeds have significant positive correlation with rubber farmers' satisfaction of the thoroughbred allowance policy.
