For the high-tech enterprises in our country, the key factor that can decide their survival in the ferociously competitive market and their future development is human resources. As globalization's influence gets bigger and bigger, the pressure that a lot native start-ups and even middle-sized companies are faced with increased abruptly. The reason behind this is that due to the scarcity of high-tech technicians and the special characters of this business, integrated-circuit enterprises compete vehemently compete for these technicians. In recent years, how to maintain the high effective human resources is a key factor for the high-tech enterprises. Company C is a typical prototype.Through the research on the company's management system on recruitment, assessment, performance and training, and also on the status of its employees'loss, analyzing the current status of Company C's human resource management. This dissertation will adopt the research methods of questionnaire and interviewing former employees to survey and analyze the incumbent and former staff. And then while taking consideration of the social influence, the company's own factors and also the staff's personal factors, this dissertation tries to identify the problems that underlie the loss of the companies'human resources and also propose the effective solution from the company's managerial point of view. First, it should establish a humane organization culture; Second, implement humane human resource management, making plans, emphasizing the potential employee's personality and value conception to hire the appropriate staff. Improve the salary system, establish scientific training system and upgrade performance management system to satisfy staff's material needs and spiritual demands; Third, manage the staff' career properly, establish the scientific promotion system to supply the platform for staff's development. And customize their career development based on their interests and specialty, balance their current and future demands; Fourth, manage stuff relationships. Organize workers' union, improve working environment and establish all sorts of interest groups. This will give the staff more channels to communication and enrich their spare time, therefore build the whole staff's strength.
