Research On The Improvement Of Migrant Workers' Unemployment Insurance In China's Economic New Normal

As the principal part of industrial workers,migrant workers have made great contributions to the economic development and social progress.At present,most migrant workers are occupied in the secondary industry,such as construction and manufacturing industry.The unstable development of these industries caused the extensive job mobility of migrant workers,making it impossible to truly guarantee their employment interests.In China's economic new normal,due to the mid-to-high rate growth and upgraded structure,the increasingly fierce competition in the labor market may raise the unemployment risks for migrant workers.However,a majority of migrant workers are excluded from the unemployment insurance,which is designed to provide employment security for laborers.Even though migrant workers are qualified for unemployment insurance,the benefits they can enjoy differ widely from that of urban employees.Therefore,in the economic new normal,only through the perfection of migrant workers unemployment insurance and giving full play to its functions of “safeguarding life,promoting employment and preventing unemployment” can make migrant workers enjoy fair unemployment insurance benefits.In the background of China's economic new normal,this thesis elaborates the evolution of unemployment insurance and legislation related to migrant workers based on relevant theories of migrant workers' unemployment insurance.Next it summarizes and evaluates the current patterns of migrant workers unemployment insurance on the basis of analyzing the employment status of migrant workers and the influences of economic new normal on migrant workers' employment.Then it analyzes the factors of migrant workers unemployment insurance through questionnaire survey and individual interview.Finally,this thesis puts forward countermeasures and proposals to improve the migrant workers' unemployment insurance via drawing lessons from some developed countries.
