A lot of carbon dioxide emissions caused by excessive consumption of traditional fossil fuels,has caused a series of environmental problems,such as haze,global warming,sea-level rising and so on.Now environmental problems have attracted worldwide attention.Due to the acceleration of global urbanization,the unbalanced proportion of urban and rural population,the increase of urban population,and the strong influence and resource mobilization force city has,decided that speeding up the construction of low-carbon city has become a very critical part of the development of low-carbon economy and solving the haze or other disastrous weather and climate change issues.Therefore,it is imperative to promote the development of low-carbon city.Construction of an evaluation index system of low-carbon city will contribute to promoting the development of low-carbon city,recognizing the current situation and existing problems of each city when it is developing low-carbon city,and provide scientific theoretical support for low-carbon city's decisions.Based on the existing research on evaluation index system of low-carbon city,combined with the new situation and new requirements of China's development of low-carbon city,using the information precipitation method to choose reasonable and effective evaluation indexes,the paper constructs a comprehensive evaluation system which contains three rule layers,economy,society,environment and 17 other detailed indicators,and uses principal component analysis and analytic hierarchy process to determine the weight of each index.Based on the newly constructed evaluation index system,used the statistical data of Fujian statistical yearbook 2014,the paper does a empirical analysis on the low-carbon development level of Nine Cities in Fujian Province.The analysis results show that:in Fujian province there is only Xiamen achieves the mature stage of low-carbon construction level.Without exception,Xiamen using its unique position in special economic zones,has become first in all economic,social and environment three aspects of evaluation.There is only Xiamen city hall's policy support of construction of low-carbon city is under the average level,which needs to be strengthened.Fuzhou,Quanzhou,Zhangzhou,Putian,Longyan and Ningde are in the middle stage of low-carbon construction level.Among them,the comprehensive scores of provincial capital Fuzhou and coastal cities Quanzhou and Zhangzhou are higher than the average development level,and the comprehensive scores of the rest cities like Putian,Ningde and Longyan are very close to the average level.Nanping and Sanming as industrial cities,affected greatly by industrial pollution,energy consumption and other unfavorable factors,are still in the primary stage of the construction of low-carbon city,far below the average level.Based on the analysis evaluation,the paper puts forward some countermeasures and suggestions in order to help nine cities of Fujian province explore the way to combine the low emission and sustainable with improving the life quality of people and the competitiveness of city,by the development and utilization of new energy,the transition to a low carbon industry,and the low-carbon city planning.
