Modern logistics industry is the development of arterial and basic industry of the national economy,its level of development has become an important symbol to measure the degree of national modernization and comprehensive national one.The logistics park is a novelty in the development of modern logistics in China,it is important logistics nodes in a modern logistics system,strategic planning and scientific operations of the logistics park has a very important role in the healthy and rapid development of China's modern logistics.China's logistics park planning and construction before the rise in recent years,to promote their healthy development,there is a need for further research.Chenglingji Port as the typical inland port in China,to be targeted and directional research is very little.This paper regards Hunan Chenglingji Port Logistics Park as research object,using SWOT analysis method.It analyses strengths,weaknesses,opportunities and threats of its internal and external operation and positions strategy based on these four aspects.Then learning from Germany MSFLB model,it proposes function design,layout design and business plan for the implementation of the strategy program of Chenglingji Logistics Park.Finally,it put forwards strategy implementation of safeguards for Chenglingji Logistics Park from supplies,personnel,policy,organization,institution and ecology.This paper argues that Chenglingji Port Logistics Park should be developed into:Using locational advantage of Hunan and Chenglingji Port,it forms an integrated port logistics park with petroleum products,renewable resources,electricity,machinery,iron and steel,ores,hazardous goods as featured supplies;container business,freight forwarding,bonded warehousing,export processing and other logistics activities as special logistics business;providing customers with logistics andsupply chain solutions including the whole process of logistics services such as warehousing,transportation,distribution,transit,trade,financial,information services;setting one modern port logistics park with storage,transportation,trade,distribution,distribution processing activities.
