Study On The Structural Problems Of China's Industrial Water Price From The Perspective Of Resources Fee

Water priceis an important mean of water demand side management,placed high hopes by government.However,local government in the implementation process focused on raising water price without enough attention to improving services.This leads to a lot of structural problems in the mechanism of water priceand seriously affect the water saving.To rationalize the structural problems of water price and its impact on water demand are of great theoretical and practical significance to promote water conservation.First of all,this paper constructs the analytical framework of structural problems and puts forward the structural adjustment of water price based on the water price theory.Then,we theoreticallyanalyze the impact of water price structural adjustment on industrial water demand from the perspective of water resources fee.The structural adjustment of water price from the perspective of water resources fee includes two parts: the adjustment of the water resources fee andthe adjustment of its proportion to water price.Finally,empirical analysis is carried out by using simultaneous equation modelafter overcoming the endogenous problem.The main conclusions of this paper are:(1)The formation mechanism of water price includes three parts: classification of water price,collection of water price and composition of water price.Classification of water priceis not enough refinement in Water structure.Collection of water price is not scientific inwater quantity structure.Composition of water price is unreasonable in internal structure and it is necessary to increase water resource fee and its proportion to water price.(2)Industrial water demand is very sensitive to public water price and water resources fee.This means that water resources fee can affect industrial public water through public water price,but also has a direct impact as the price of self-provided water.The internal structure adjustment of water price,which focuses on water resources fee,is an effective policy tool.(3)The influence of water resources feeonindustrial water demand is heterogeneous.Surface water resources fee is negative to the industrial water demand,but groundwater water resources feeis opposite because of the “substitution effect” between surface water and groundwater.(4)The proportion of water resource fee to water pricewill affect the industrial water demand by affecting the elasticity of water resource fee.At the present stage,groundwater water resources fee has played a role,but the surface water has not yet reflected the impact.Innovations in this paper may be made in the following three points:Firstly,put forward the framework of structural adjustment of water price.Structural adjustment of water price can be divided into “water price + structural adjustment”,corresponding to the “problem + reason + countermeasure” logic circuit.Structural adjustment of water price refers to solve the low water saving performance caused by the structural contradictions.Structural adjustment of water price is embodied in three aspects: classification of water price,collection of water price and composition of water price.Classification of water price focuses on refining water structure.Collectionofwater price focuses on optimizing water quantity structure.Composition of water price focuses on rationalizing internal structure.Secondly,the empirical equation to water resources fee is constructed.Based on the analysis to the connotation of water resources fee,we attempt to carry out the empirical equation of water resources fee.The equation to water resource fee takes water resource fee as dependent variable,industrial water demand,per capita GDP,per capita water resources and water resource fee intensity as independent variables.Empirical results show that the equation can explain water resources fee very well.Thirdly,we empirical study the impact of water resources fee and its proportion to water price on industrial waterdemand.The impact of water resource fee and its proportion to water price on industrial water demand is very important to the formulation of industrial water price policy,but there is little empirical research.Results show that water resource fee can reduce industrial public waterthrough public price,but also directly affect the industry self-provided water.Its proportion to water pricewill affect the industrial water demand by affecting the elasticity of water resource fee.Solving water shortage is a major issue of the times.In the short term,industrial water saving can't do without water price reform.The revelation of this paper is thatwater price needs structural adjustment,especially to sort out the internal structure in order to better promote industrial water saving.Firstly,the government needs to identify the composition of water resource fee and improve its collection standards.Then,it isimportantto clarify the price structure and increase the proportion of water resource fee to water price.Finally,it is necessaryto establish and improve the operating mechanism of water resources fee collection.
