Research On Identification Of Potential Land Use Conflict Based On Competitiveness Of Different Land Use Types

Abstract/Summary:
The land use conflict of our country has become increasingly prominent,and has become a direct obstacle to the sustainable use of land resources.Early diagnosis of potential land use conflicts is the key to preventing and resolving land use conflicts.However,the research on land use conflict is more limited to the backward effect of conflict,that is,the characteristics of land use conflict and the consequences of conflict are more studied,but there is little research on potential land use conflict.Based on the determination of potential land use conflict mechanism,the potential land use conflict diagnosis system was constructed through the evaluation of land use competitiveness,and the empirical study under the policy control was carried out with Nanjing as an example.It is hoped that the prevention of land use conflict can be helpful,which can provide reference for the future policy of urban land use in Nanjing.Through the study of the mechanism of land use conflict,to determine the research program of using the land competitiveness,which can simultaneously reflect the land suitability and the external driving force,to diagnose potential land use conflict.Based on the analytic hierarchy process(AHP),the discriminant matrix of construction land,agricultural land and ecological land use is established from the aspects of evaluation unit division,evaluation index system construction,total score calculation and classification of competitiveness level,so as to establish potential land use conflict judgment system.Finally,the study area is divided into three categories:land use conflict area,none conflict zone(D)and dominant land use area(C).The potential conflict zone can be further subdivided into four types of areas:intense conflict area(A),potential conflict area(B1)for construction and agricultural land,potential conflict area of construction and ecological land(B2),ecology and agriculture land potential conflict zone(B3).The study takes Nanjing as an example,and makes a discriminant study on the potential land use conflict.The results show that there are about 84.5%of the land in Nanjing,there is a potential land use conflict under the premise of no policy effect,mainly due to the potential conflict between construction and agricultural land,and the land use conflict in Nanjing agricultural land is the most risky,source for the expansion of construction land.At the same time,the characteristics of the main distribution areas of land are summarized as follows:①The dominant land use area(C):The dominant area of construction land is mainly located in the existing construction land.The dominant area of ecological land is located in the area of important waters or forest area and its surrounding area.The agricultural land area is mainly distributed in the land where agricultural natural property is high,but with poor location conditions and low impact of external driving force.②The none conflict area more distributed in the poor traffic conditions of municipal boundaries above the administrative boundaries.③land use conflict area:The fierce conflict between construction and ecological areas are mainly distributed in the status quo ecological sites but the ecological land of the policy of protection is not the area or ecological land strong competitive distribution of the outer part of the region.The fierce conflict between construction and agriculture is mainly distributed in the surrounding area of the advantageous area of construction land.The conflict zone between agriculture and ecology is mainly distributed in the middle transition zone of the dominant area of ecological land and the advantage area of agricultural land.At the same time,it is necessary to meet the distance from the current construction site,or the load of the land itself is not suitable as the condition of the construction land.The main distribution areas of the area of fierce land for agricultural land use,agricultural land and ecological land use are as follows:a,urban centers,township centers and the surrounding areas with higher urbanization levels.b,the areas near the important roads.c,the surrounding area of the ecological land area,which adjusting to the agricultural land advantage area.Finally,according to the results of discrimination,combined with the actual situation of Nanjing and development goals,put forward the prevention and mitigation of land use conflicts related to policy recommendations:①Strengthen the construction land intensive use,rational distribution of new construction land;②Scientific demarcation of basic farmland,strengthen farmland water conservancy construction;③The construction of land in the area of land,should be developed to refine the differentiated management policy guidance and supervision.④Enhance the supervision of construction and ecological potential conflict area,and encourage the development of economic development in the area of forestry.
