In the context of the talents strategy for powerful nation,the creativity and productivity of human resources have been continuously improved,which has provided the vitality and impetus for the sustainable development of social economy.Talent value has become the "first value" of present society.However,as a carrier in the transformation of talent value,enterprise is also facing with an increasingly serious shortage of talents: the high turnover rate expands the gap in the needs of enterprise,low success rate and high time cost of recruitment causes the inefficiency in the talent supply,and with the unreasonable allocation of talent,all the three factors affect the transformation of talent value and the achievement of enterprise strategy.Based on this,this thesis introduces the supply chain thought into human resource management,and puts forward a human resource supply chain management mode based on the whole process of talent planning,supply,and allocation.It aims to achieve the timely and accurately supply and allocation of talents similar to the "material supply chain".And through the game analysis,this thesis explores the internal mechanism of human resource supply chain construction,then finds the cooperation paths of the human resources supply chain from the perspective of enterprise.The main points of this thesis lie in the following aspects:(1)A human resource supply chain structure model guided by enterprise is proposed.Based on the concepts of supply chain and human resource management,the connotation and characteristics of human resource supply chain are proposed.The domestic and foreign literatures about human resource supply chain are comprehensively and systematically combined.Based on the national realistic and the structural features of material supply chain,it puts forward a human resources supply chain structure model guided by enterprise.(2)A game model of human resources supply chain is proposed.This thesis established the game participants and the behavior choices,and then constructs a non-cooperative and incomplete information static game model based on the supply chain nodes,including the game between enterprise and supplier,the game between enterprise and its department,the game between enterprise and its competitive enterprise,the game between enterprise and the government.Through constructing the game payment matrix and finding out the Nash equilibrium result of each model,this thesis analyzes the influence of each factor on the game participants' behavior selection,and carries on a comprehensive five-participant game model.Through the game equilibriums,the following conclusions can be drawn: the loss of the supplier,the planning cost of the departments,the talent purchase cost and the risk cost of the competitive enterprise and the government's incentive cost change with the optimal probability of enterprise participation in a same direction.The non-honesty income of supplier,the income and the penalty costs of departments,the additional income and loss of the competitive enterprise,and the reputation cost of the government change with the optimal probability of enterprise participation in an opposite direction.And the other participants' choice changes with enterprise's talent purchase cost and its' additional income.To a further analysis,enterprise is the core of human resource supply chain construction,the quality of the supplier's talents is a vital factor to build this chain,and enterprise should play a role in human resource supply chain's management.(3)The suggestions in building human resource supply chain are put forward.Based on the game analysis results,enterprise should strengthen the management of suppliers to circumvent the dishonesty behaviors,improve the management of departments to improve its abilities of planning and allocation,participate in market competition actively to reduce competition risk,and create an atmosphere to strive for government's support and cooperation.In addition,the enterprise should make full prepared for building a human resource supply chain,and set up a support system to ensure the active operation of the human resource supply chain.
