In 2013,Chinese president Mr Xi Jinping raised the initiative of jointly building the Silk Road Economic Belt and the 21st-Century Maritime Silk Road(hereinafter referred to as the Belt and Road).Due to the current China Railway Express companies not under unified management,railway freight prices are not uniform,the price of arbitrariness,unreasonable.In addition,in the actual operation of the business to find the traditional principle of choosing the nearest Chinese Railway Express operate company and route through the distance is not the lowest.In this paper,the transport operate company and route between China and Europe is selected as the object of study based on the international transport cost,and China Railway Express companies from major provincial capitals in China to EU.This paper assumes that a 40-foot standard container is transported from the major provincial capitals through China Raiway Express to Frankfurt,Germany.(1)Summarize all the China Railway Express companies which can arrange the transport of international railway transportation to EU,collecting the cost of the domestic railway station port of departure,mainly based on 12 train stations,incaulding Harbin,Changchun,Shenyang,Zhengzhou,Wuhan,Hefei,Xi'an,Changsha,Suzhou,Chengdu,Chongqing and Yiwu;(2)The country is divided into eight districts,namely the HeiJiLiao,Jing-Jin-Ji,Shan-Gan-Ning,Jin-Lu-Yu,Su-Wan-E-Hu,Yun-Gui-Chuan-Yu,Zhe-Gan-Min,Xiang-Gui-Yueiang,Jiangxi and Fujian,Hunan and Guangxi provinces;(3)Collecting the estimated distance and transportation costs of the major provincial capitals in the eight districts to 12 railway stations,truck and rail domestics cost;(4)Collecting EU domestics transport charge from railway station to Frankfurt;(5)Based on the "01" planning theory of operational research,the lowest transportation cost as the objective function,the Lingo model is used to calculate the lowest cost of the train transportation plan between China and EU.This paper finds out that:(1)the impact of government subsidies and sales incentives and other factors,the principles of the nearest source selection of central trains transport routes,not necessarily the lowest cost,and in some areas the cost gap is relatively large;(2)currently China Railway Express companies are not under unified management,operation company with different route is not uniform on the railway freight price,the linear relationship can not be calculated by the transport distance,transportation cost and unit price.The application of inspiration:Through the study,find that if choose the China Railway Express companies by the judgment of common sense,and adopt the nearest principle,will increase the transportation cost.Jing Jin Ji area and Jin Lu Yu area railway transported to Europe,the route cost minimum via Xi Xinou operated by XIH(Xian International Hub Development and Construction Co.,Ltd),rather than the nearest principle of choosing Zheng Xinou ZIH(Xian International Hub Development and Construction Co.,Ltd).In this paper,the author also makes a study on the return goods on the China Railway Express.It is also found that the return railway can not only select the transportation company and route by using the nearest principle,but should make the best choice by the optimization model.
