Study On The Conflict Of Rural Collective-owned Land Expropriation And Demolition Based On Evolutionary Game Theory And Analog Simulation

Currently in the process of deepening new urbanization,Large-scale transfer of agricultural population in a short period of time and the construction of cities and towns promote the demand for land greatly increased all over the country.Along with the state-owned land supply gradually saturated,it becomes an important realistic path to promote new urbanization through theexpropriation of collective-owned land for the expansion of cities and towns to meet the needs of urban development.However,in this path,it is also accompanied by a large number of expropriation and demolition conflict,seriously affect the social harmony and stability.To this end the governmentimproves relevant policiesconstantly,the academic circles also launched a lot of research.The existing researchesare mainly based on the path of Structuralism,much focus on static normative research,case analysis and the subjective summary of experience,these researches lack of modeling the evolution of expropriation and demolition conflicts bottom-up as well as quantitative systematic study,which result in relevant policy recommendations lacked of micro executive effect and poor governance performance.First,this paperdefines the stakeholders and their game strategy about the conflict ofcollective-ownedland expropriation and demolition,based on that,constructs two dimensional symmetric and asymmetric evolutionary game model of collective-ownedland expropriation and demolition and simulation experiment process.Then this paper conducts astudy of evolutionary game and the simulationexperimentof the conflict between land-expropriated farmers,land-expropriated farmers and village committee,land-expropriated farmers and local governmentaccording to the actual situation and the model established above.Meanwhile,various types of the game equilibrium state and evolution trend of the collective land expropriation demolition conflict are analyzed in depth.Finally,according to the research results,this paper puts forward some targeted policy recommendations.Through this research,we draw the following conclusions:(1)There is mixed strategy on the evolutionary game between land-expropriated farmers,which is the major reason of villagers' confrontation and phenomenon of "nail households".(2)The unfairness of village expropriation work and the spread of egoism destruct the harmony of village.Village committee members or land-expropriated farmers improve their own revenue proportionin the harmonious state of land expropriation through illegal means or their own forcesin spite of the collective interests,which is the main cause of the disharmony in the village collective-owned land expropriation and demolition.(3)Reduce the illegal operation of the village committee and the incomeof land-expropriatedfarmers who are disobedient in the land expropriation and demolition.(4)No matter local government or land acquisition farmers,on the relatively weak side,the conflict between the government and the land-expropriated farmers is mainly affected by the high cost,on the relatively aggressiveside,net income is the dominant influencefactor of the conflict between the government and the land-expropriated farmers.(5)It is a positive reinforcement for the harmony of collective-owned land expropriation to increase the net income of land-expropriated farmers and reduce thenet income increment of local government's illegal activities in land expropriation and demolition.(6)When the local government promotes legal land expropriation and demolition,the higher initial ratio of land-expropriated farmers' cooperative strategies,the easier it tends to harmonious situation.When the local government conducts illegal land expropriation and demolition,the higher initial ratio of land-expropriated farmers' resistant strategies,the easier it tends to conflicting situation.Based on the above conclusions,this paper proposes appropriate policy recommendations from four aspects include:(1)Maintain the village harmony of collective-owned land expropriation and demolition by taking "Just,Fair and Open" as the criterion,adhering to the autonomy of the villagers and strengthening the democratic construction at the basic level.(2)Solve the official and civil conflict of collective-owned land expropriation and demolition by improving regulatory policies and system constructionas the fundamental and refining the compensation mechanism of land expropriation and the channels of interest expression.(3)Enhance the social security of landless farmers by making people the center for the core and strengthening the "soft services" of collective-owned land expropriation and demolition.(4)Construct the early warning and controlling mechanism of collective-owned land expropriation and demolition by basing on scientific prediction and emergency response and advancing the thought of "scientific land expropriation".
