Human resource has become the enterprises, especially small and medium-sized enterprise is the most important source of competitive advantage, become the enterprise competition success or failure of strategic elements. Due to significant enterprise investment in human capital investment, need to use a measurable and scientific method to determine the influence of the human capital assessment, management of this enterprise and value, provide strategic decision basis for managers, therefore, the enterprise human resources competitiveness evaluation results become an important basis for enterprise strategic decision.Based on the research of hunan province human resources present situation, the current situation of small and medium-sized enterprise human resources competitiveness, through the investigation about the present situation of manpower resource in hunan province, hunan province small and medium-sized enterprise human resources quality, the stock of raw material and human resources environment data, using principal component analysis (PCA), evaluate the hunan province resources competitiveness of small and medium-sized enterprise, on the basis of the theory of human resources, resources development technology, in an efficient development enterprise human resources potential, promote the competitiveness of the small and medium-sized enterprise human resources as the goal, set up small and medium enterprises with hunan characteristics with the combination of human resources competitiveness evaluation system, and with A company as an example for empirical study on human resources competitiveness evaluation, solve the small and medium-sized enterprises in the development of human resources evaluation standard, evaluation system is imperfect, the lack of talent, structural imbalance, serious brain drain problem, promote the development of small and medium-sized enterprises.
