Study On The Efficiency Evaluation Of Grain Su Bsidy Policy In Hunan Province

In this paper, the author takes empirical research for the objects of grain output and peasants' income in Hunan Province and gives a comprehensive analysis of food subsidies policy effect and problem from the angle of the government. In order to give multi-level analysis of the changes of production efficiency of food subsidies in Hunan Province, the research divide the Hunan Province into three regions based on the geographical conditions and economic conditions, the first is a ring of Changsha-Zhuzhou-Xiangtan urban agglomeration, the second is the southern region, the third is the Xiangxi area. And the author measures regional total factor productivity change and the change of technical progress and technical efficiency change from year 2010 to year 2014 in Hunan Province and finds that the overall efficiency of food subsidies policy in Hunan Province from year 2010 to year 2014 is rising while rise in annual amplitude decreases constantly and the improve of technology is the main motive force of the total factor productivity growth-Through the analysis of three major areas, the author found that the the correlation between grain subsidy efficiency and grain subsidy amount is not significant and the efficiency of subsidy in the economically backward city state is more intuitive and obvious, and the efficiency of subsidy in economically developed areas is lower than other areas. The reasons on the one hand is the current subsidy standard of Changsha, Zhuzhou and Xiangtan city group is relatively low; on the other hand, the labor costs and other factors of Changsha, Zhuzhou and Xiangtan city group production cost is high, driven by the grain production costs rise, the amount of subsidies in the cost of production in the share phase decreases, leading to reduction of efficiency of monetary subsidies in relatively consistent grain subsidy levels. There are many factors influence the production of grain, the differences of grain subsidy efficiency in different regions, different years are normal. In general,the grain subsidy policy plays an important role in the stability of grain planting area, increase of food production, increase of income of the farmers, mobilize of farmers' enthusiasm for production and there are also room for improvement in the efficiency of grain subsidy. In the new situation, this paper puts forward the measures to improve the grain subsidy, so as to improve the effect of grain subsidy policy and promote the grain production in Hunan Province.
