In recent years,along with the reform of market economy system and the adjustment of industrial structure in our country,the demand from labor market for workers skilled in second and third industry and rely on the transfer of rural labor force increase.But,the rural labor supply is obviously insufficient to meet the demand for skilled workers,which led to the imbalance of supply and demand.On the one hand,mechanic shortage emerges in an endless stream.On the other hand,the employment situation of migrant workers is not optimistic.The ultimate reason is the low education level and lack of employment skills of rural labor force.Therefore,skill training for migrant workers is thought to be a important way to improve human capital of migrant workers,promote rural labor transfer and finally meet the demand from labor market.To enhance the employment skill of migrant workers,the central and local governments carry out the training program for migrant workers.With the investment of resources,the effect of training program deserves a concern.However,the current domestic research on migrant workers training effect evaluation theory is far behind the need of its development,the lack of scientific and reasonable evaluation index system of migrant workers training system as a theoretical basis for evaluation leads to the result that training managers can not know the training effect and the difficulty to provide suggestions on the training activities.Therefore,in practice,the construction of the evaluation indicator system of the training effect is very important to evaluate the training effect,provide feedback and improve training quality.The main content of this paper focus on the follow aspects:firstly,introduced the related concepts about migrant workers and theoretical basis,and combed the classical model of the training evaluation and the effect on the training demand of migrant workers and the effect of the training program based on reading a lot of literature to find the entry point.Second,analyzed the status of migrant workers training,include the necessity,main topics and existing problems,and finally we had further understanding of characteristics of migrant workers training and the actual situation,which provides realistic basis for the establishment of index system.Third,established the evaluation index system of migrant workers training effect based on the reference to the classical models of evaluation training effect and the findings of training effect evaluation,the author use AHP.Fourth,using the fuzzy comprehensive evaluation method,evaluated the effect of migrant workers training in Huoshan country,Anhui province,which verified the maneuverability of the index system.The following conclusions drew from the research of this paper is:firstly,this paper established the evaluation index system of migrant workers training effect which was evaluated in the whole process,included training plan,implementation and results.This system framework includes three levels,primary index layer includes training plan,training implementation and training results,two level index layer includes training formulate situation,training measures,training guarantee,training content,training teachers,student participation,learning effect,the actual effect,three indicators layer is subdivided into 35 indexes;Second,this paper uses the analytic hierarchy process to determine the weight of each index in the index system of evaluation of migrant workers training effect;third,after this paper sets up a complete training effect evaluation index system,it use comprehensive fuzzy evaluation for the specific training programs in Huoshan country,Anhui Province.According to the results,the training effect belongs to the "good" level,and the data results are basically consistent with the content of the interview,and points out the deficiencies existed in the training,proved the maneuverability of the index system.
