| In 1950s,with the rise of the third science and technology revolution,which promote the international flow of production factors,the global service trade also will be rapid development.By 1990s,the growth rate of trade in services is catching up with the trade in goods.In recent years,with the continuous development of economic globalization,the focus of the global economy is shifting from goods trade to service trade.The position of service trade in the world economy is becoming more and more prominent.Especially in recent decades,great changes have taken place in the structure of trade in services,gradually transformed into knowledge technology intensive direction,technology spillovers of import trade in service has gradually become the main source of national technological progress.Technological progress is the main source to promote a country’s economy to achieve long-term stable growth,and the technology spillover from international trade is an important factor to affect a country’s technological progress.Study on Technology Spillovers of service trade,service trade can not only enrich the dominant theory of international trade,but also develop on the direction of development of service trade in China and opening up future service industry policy guidance.At present a large number of theoretical research and empirical studies have confirmed the existence of technology spillover effects of import trade.However,the existing literature pays more attention to the research of commodity trade,but the service trade which plays an important role in the global trade has not been fully paid attention to.At the same time,the past research on the service trade is also mostly ignored the impact of institutional factors,in order to compensate for this deficiency,according to the international R&D spillover model of Coe and Helpman,derived model contains extended system variables,using panel data of 31 countries in 2005-2014,technology spillovers of import trade in service are analyzed.As a developing country,to study and explore the technology spillover effect and economic current institutional arrangements can promote the growth of import trade in service,which is related to the basic theoretical problems of the national innovation strategy and economic development,has important theoretical significance and practical significance.The results show that domestic R&D investment,a country’s human capital,technology spillovers of cross-border trade in services and technology spillover of foreign direct investment in service have a significant role in promoting the host country’s total factor productivity.At the same time institution has an important impact on technology spillover of import trade in service on the host system,compared to countries with lower institutional quality,countries with higher institutional quality can get more technology spillover from trade in services,which has faster productivity growth.The result shows that the intellectual property protection system,market economy system,business facilitation environment and higher education system will have a significant impact of import trade,which means a country to enhance the quality of the system will help to get more technical spillover and promote technological progress.Therefore,for the countries with relatively backward technology,improving their own system may be an effective way to promote technological progress.At the end,the paper puts forward that as China is such a big developing country,we should try to give full play to the role of institutional quality in enhancing national economic strength and international competitiveness,pay attention to the difference in the effect of the institutional factors on the technology spillover of import service trade.At the same time,according to the special national conditions of our country,we should take the intensity protection. |
