Study On Food Safety Supervision System Reform Of Guangzhou

About the second half of 2013, "The Guangzhou Municipal People’s Government Implementation Opinions on Reform and Improve the Food and Drug Supervision and Management System" research officially opened for Guangzhou food safety regulatory reform. At this point, the Guangzhou "Nice Dragons water conservancy" regulatory model of food safety has been blocked. At this stage, however, the new food safety regulatory system is still being explored and improved, and the future development is still unclear. In this context, the scientific research of the Guangzhou food safety regulatory reform system, is not only in order to continue improving and establishing a corresponding to Guangzhou area of food safety environment which provide valuable theoretical basis, but also to provide valuable experience of the food safety supervision for other cities’ food safety regulatory system reform and "the super-ministries reform" in China.This paper takes the Guangzhou food safety regulatory system reform as the research object, by the definition of the concept of food safety, food safety supervision system reform, the new public management perspective and holistic governance theory, combined with the data collected by questionnaire, to measures Guangzhou food safety regulatory reform and the achievements and shortcomings of the analysis. And drawing lessons from Japan, Canada, the United States and other developed countries abroad, as well as domestic food safety regulatory system "North-South Style" food safety regulatory reform ahead of the city reform experience, get inspirations: a sound legal system; unified regulatory responsibilities; clear accountability system; coordinated and efficient allocation of functions; good regulatory restraint system; information transparency, consumer education and supervision of the whole society to participate. These are the core of Guangzhou and the National food safety System.Secondly, It is referred to the Guangzhou food safety regulatory system reform in the future. The direction is to continue to improve and consolidate the existing food safety regulatory system, based on the attempt to explore the implementation of the food safety regulatory functions of the department in charge of all by a single type of food safety regulatory system.
