Since the reform and opening up,Chinese economy has experienced a period of rapid development.But the high degree of economic development has also brought environmental pollution,imbalanced regional development and other issues.In order to enable China's economy to achieve sustainable and healthy development,we cannot blindly pursue the rapid growth of GDP,but need to pay attention to the quality and efficiency of economic development,so the Chinese economy has entered into the "new normal" of comprehensive optimization and transformation.At the same time,the development level of China's regional economy cannot be measured only by the total GDP,but should pay more attention to the comprehensive quality and efficiency of regional economic development.Therefore,it is necessary to find another method to measure the level of China's regional economic development.This system should contain environmental factors,so as to achieve the purpose of comprehensive measure of China's regional economic development efficiency and quality.Well,is the China's regional economic development effective after considering environmental pollution?Are it balanced?At the same time,how the external influencing factors impact on China's regional green economic efficiency?Will the regional green economic efficiency change significantly after excluding environmental factors?Based on these,this paper uses the super SBM model to incorporate the environmental pollution factors so as to constructs a reasonable evaluation system of green economic efficiency in China.It is calculated and analyzed in depth of the economic efficiency and green economic efficiency of China's 30 provinces and autonomous regions except Tibet from 2006 to 2015.Meanwhile,the traditional eastern,central and western regions are subdivided into eight integrated economic zones in order to more detailed compare the gap of green economic efficiency between regions.Later,using the three-stage DEA model,the specific effects of external influencing factors on the green economic efficiency of China are examined empirically.Finally,the external influencing factors and stochastic factors are excluded,and the pure green economic efficiency of each region is analyzed and compared.The results found in this paper are as follows:Firstly,after the incorporation of environmental pollution into the model,the green economy efficiency in China is generally lower than the traditional economic efficiency,but the green economic efficiency of the eight integrated economic zones is still on the rise.Secondly,the external influencing factors,including the degree of economic openness(FDI dependence,foreign trade reliance),economic structure(industrial structure,pattern of ownership),government intervention(government regulation,fiscal decentralization),urbanization level,human capital,investment of pollution control and geographical location,have different influence on the input slacks of green economic efficiency,and the effect is significant,which indicates the necessary to use of three-stage DEA model to eliminate the impact of the external influencing factors and stochastic factors on green economic efficiency.Thirdly,after removing the interference of external influencing factors and stochastic factors,the efficiency loss is prevalent,the real green economic efficiency is at a low level.Therefore,the traditional economic efficiency neglected the impact of external influencing factors and stochastic factors will overestimate regional green economic efficiency in China.
