Multiple Plans Integration:Internal Conflict And Order Reconstruction

It is of great practical significance to promote the development of urbanization and space.At present,our country is in the key stage of urbanization development and land space development,the main manifestation is neighborhood promotion and urban fringe expansion.Especially,the issue of "spatial planning" has led to a series of "conflict"issues,such as the difficulty of the spatial planning system and the disorder in urban development,it has become a hot research topic.Adhering to the "Lucid waters and lush mountains are invaluable assets",specially in the " multiple plans integration ",rural land circulation,rural,collectively owned buildable land and homestead system reform are walking in the forefront of the country.Which is the pilot cities and counties in the " multiple plans integration " of the various aspects of work,focus and work methods are different." Multiple plans integration " is still in the pilot phase,there are still some conflicts,such as the results of legal positioning,implementation goals,planning relationships,land use,public participation and so.The purpose of this paper is to conduct a systematic analysis of the coordination mechanism,planning corpus,approval mechanism,space control,and outcome system of the Multiple Planning Integration of the of pilot cities and counties of Zhejiang province.And tries to explore the internal conflict mechanism and put forward a strategy of reconstruction of order,in order to provide an optimized path for the development of new-type urbanization and territorial spatial planning.At present,the content of China's spatial planning system overlaps and is difficult to connect.The purpose of this paper is to put forward "order reconstruction" based on the analysis of pilot experience of Zhejiang and the internal conflicts of "Multiple Plans Integration".Literature analysis,comprehensive analysis,case analysis mothed are employed.The results show that 1)the legal department of planning is missing,and the results formed by different compiles are tendentious;2)the objectives of the project were not clear,which resulted in the failure of various departments of the government to achieve substantive cooperation consensus;3)the planning is basically government-led and needs to strengthen the public participation mechanism construction;4)two ways to reconstruct spatial order and draft the land space planning law.Based on the analysis above,we can conclude that under the current system,there are many conflicts in the "multiple planning integration",and it's recommended that our space planning system can carry out the reform of major departments on the basis of pilot.
