Study On The Multiple Plans Integration Oriented Functional District-Based Land Use Planning

Land use planning is an important spatial plan in our country,which is a significant basis of the protection and management of space resources,the planning of urban,rural construction,overall planning of the land use activities.Our country currently has already formed the five levels land use planning system from top to bottom,which is based on national,provincial,municipal,county and town-level as administrative jurisdiction for preparation.However,the further development of the economic society tend to break through the traditional boundaries of administrative areas,there tend to be more collaborative development and cluster development between adjacent regions.Therefore preparing planning by administrative area as the unit is difficult to fully consider overall arrangement and rational utilization of rational resources,and can't meet the new requirements of the development of current China's New Normal.Along with the boost of the Synergetic Development of Belt and Road Initiative,Beijing Tianjin Hebei,Yangtze River Delta,overall utilization of regional resources not only is an important direction of national development strategy,but also the urgent need for land management system reform At present,some areas have been exploring the development of holding together.How to arrange the regional resources,coordinate the contradiction between the plans,is an urgent problem that need to be solved in the current land use planning.Therefore,the trans-jurisdictional functional district-based land use planning with specific functions,through technical means of the integration of multi-planning,could allocate land resources,promote the intensive use of resources,optimize the layout of space better,and it is also an effective measure for the government to implement differentiated land management.Through the interpretation of related concepts of functional district-based land use planning and analysis of traditional overall land use planning and related planning,this papers clear the status of regional overall land use planning and the characteristics of the independence of planning unit,the difference of functional district and the pluralism of planning content.Based on this characteristics,this paper focuses on the specific methods for the preparation of functional district-based land use planning by technical means of the integration of multi-planning.First of all,through the district-based development goals,classification criteria and development scale of the district-based to determine the district development strategy,is conducive to the overall planning and overall control of the district development,Secondly,building a diversified regulation and index system of functional district-based planning can make it easier to coordinate with the relevant planning indicators..Furthermore,this paper puts forward the spatial distributed form called "border control",defines the standard and content of the planning control line system and reflects the combination of rigidity and flexibility,it is conducive to further optimize the space shape of the district and develop differentiated land management policies.This paper not only explore and research on the theoretical level,but also take the Bai Ma Lake ecological protection district as a case support.The paper verifies the method of preparing planning and puts forward specific implement safeguards measures to enrich and perfect the theory research and practice application of land use planning.
