Research On The Coordinated Development Of "Four Modernizations" In Liaoning Province

At present,economic and social development is stable in Liaoning province,but the coordinated development of industrialization,informatization,urbanization and agricultural modernization(Four Modernizations)is of great significance to promote the coordinated development of society,economy and ecological construction.With areas of the Four Modernizations continuously intersecting,the relationship between the Four Modernizations becomes more complex,thus leading to that the coordinated development of Four Modernizations has become very important.Although the Four Modernizations in Liaoning Province have been developed to different degrees in recent years,the degree of coordinated development of the Four Modernizations is not very high,and degrees in regions show imbalanced.According to the previous researches,and according to the collected data from references,through analysis and estimation,the paper mainly drew some conclusions and proposed some policies for promoting the coordinated development of Four Modernizations.The paper first reviewed the research status quo at home and abroad in details,especially in the analysis of the current domestic research,it narrated specifically the research of some scholars in the past few years from five aspects of the policy supporting,research direction,research focus,research methods and conclusions show.Based on the analysis of the four aspects of vertical and horizontal,we selected a comprehensive index system suitable for the study area,the entropy weight method to calculate the index weight,and the coupling coordination method to estimate the degree of coordinated development;as to showing the estimation result,radar maps and Maplnfo produced maps were used in practice.Secondly,according to the previous researches,an indicator was selected as measurement basis of the current development of the Four Modernization,specifically,the proportion of secondary industry in GDP was selected as indicator of the industrialization,the future number of Internet users as indicator of informatization,the rate of the urbanized residents as indicator of urbanization and the total power of agricultural machine as indicator of agricultural modernization,through the study of development trend of subsystems from the beginning to now and according to the research data,development trends of the Four Modernizations had degrees of fluctuation,but their overall developments were always on the rise.Thirdly,an estimation means was chosen to analyze the coordinated development of the Four Modernizations.A corresponding index system was established according to the different angles of vertical evaluation and horizontal evaluation,and based on the collected data,a pack of indices including index data processing,index weight,comprehensive development index,coordination degree and coordinated development degree were estimated.After a detailed estimation process,the organized results were displayed.Then the results were analyzed.According to the horizontal and vertical angles,the development indices and comprehensive development degrees of the four subsystems of 14 prefecture-level cities in 2005 and 2014 were analyzed respectively.It was found that Liaoning decade's Four Modernizations were continuously on the rise in development,specifically,the basis of urbanization and its current development were the best,simultaneously the agricultural modernization had the greatest and fastest development;degree of the coordinated development increased year by year:in 2005-2007 to the brink of imbalance,in 2008-2009 years to the primary coordination,in 2010-2011 to good coordination,and in 2012-2014 to quality coordination.In 2014,the developments of 14 prefecture-level cities in Liaoning Province were greatly different:the industrialization and urbanization development indices of Shenyang were the highest,the development of informatization in Dalian was the best,the development of agricultural modernization in Panjin was the best,and the information development index of Tieling was the lowest.Dalian City and Shenyang City coordinated well in development,Yingkou City,Anshan City,Benxi City,Jinzhou City,Fushun City and Dandong City as well as Liaoyang City and Panjin City were ever in the primary level of coordinated development,while Fuxin City,Tieling City,and Chaoyang City were at the brink of imbalance and Huludao City was in a mild disorder.Finally,some countermeasures of coordinated development were proposed as follows:on the whole,the four modernizations promote each other but also restrict each other,meaning a balance point can be found in the developments.In order to reduce the imbalance and promote the coordinated development of Four Modernizations,the 14 prefecture-level cities should learn each other's strong points to offset their own weaknesses,and simultaneously explore their own advantages and develop them to the most effect.,thus promoting the overall development of Liaoning province.
