Study On The Policy Effect Of Ecological Compensation Transfer Payment In Main Function Area

Since the reform and opening up,China's rapid development of the economy at the same time the excessive development of the environment led to the ecological deterioration,the sustainable development has brought serious challenges.In order to realize the pattern of land and space planning which is advanced in China's resources,environment and economic development,the first stage of the Eleventh Five-Year Plan adopted by the state in 2006 has put forward the construction of the main functional area.And from 2008 to carry out to its key ecological function area for the transfer of the pilot work.However,under the current fiscal decentralization system in our country,the externality of the ecological environment is made,which makes the ecological transfer payment system have some shortcomings compared with the strategic target of the construction of the main function.In this paper,the main functional area of Guangxi as the research object,through a large number of domestic and foreign literature research,summed up the previous on the main functional area of ecological transfer payment theory and mechanism on the basis of the main functional area of Guangxi ecological transfer payment status,the use of PSM-DID model evaluates the implementation effect of the ecological transfer payment policy of the main functional area of Guangxi,and tries to optimize the ecological transfer payment mechanism of the main functional area.The full text is divided into seven chapters.The first chapter is the introduction of research,the second chapter is the study of the relevant concepts and theories to sort out and explore.The first two chapters are the basic chapters of this paper,lay the foundation for the following research.The third chapter describes the status of the implementation of ecological compensation transfer payments in China,and explores the inherent mechanism of the impact of ecological compensation transfer payments on the main functional areas,and combined with the decentralized financial management system,by drawing the optimal intergovernmental transfer model,put forward the relevant theoretical hypothesis.The fourth chapter introduces the measurement model of ecological compensation transfer payment effect,and based on the research of scholars at home and abroad,this paper studies the PSM-DID method based on the purpose of this study and the theoretical basis.In the fifth chapter,the main functional area of Guangxi is taken as an example,the selection of the research object and the implementation status of the ecological transfer payment and the balanced development of the functional interval are analyzed.Then,the PSM-DID model is established by using the panel data.Ecological compensation transfer payment policy implementation effect and the above theoretical assumptions were verified.These three chapters are the core chapters of this article.In the sixth chapter,through the research on the existing problems of ecological compensation transfer payment system,this paper puts forward some suggestions on how to optimize the structure of ecological transfer payment,increase the general transfer payment and establish the horizontal ecological transfer payment system.In the last chapter,summarize the conclusions,shortcomings and prospects of this paper.
