Practice And Innovation Of Rural Public Goods Supply In Poverty Alleviation

In the 5th Plenary Session of the 18 th Central Committee of CPC,the Party made it clear that rural poverty-stricken population will be lifted out of poverty comprehensively by 2020 under national poverty alleviation standards of that farmer's per capita income is 4000 RMB.In the practice of poverty alleviation,the significance of rural public goods supply has become the consensus of most people.Therefore,in the process of poverty reduction policy implementation,the research problems of rural public goods supply not only has theoretical value,but also more practical significance.This paper investigates and analyzes the current situation,existing problems and influencial factors of rural public goods supply in typical case of JiangXi national-level poor county—Yugan county which was taken as an empirical study object,and put forward the related policy design and system arrangement.The author found there are some issues in the provision of public goods during the practice of poverty alleviation in Yugan rural areas,such as supply subject vacancy,insufficient supply,supply structural imbalance,supply decision procedure dislocation and other contradictions.That seriously affected the enthusiasm of farmers to participate in poverty alleviation and effect,is also not conducive to realization of goal of national poverty alleviation and development.“The efforts invested in poverty alleviation and development should match with the requirements from that we would win the fighting against poverty”,President Xin Jinping said.Obviously,This efforts include public goods investment.Therefore,developing the rural public goods supply system which is conducive to poverty alleviation and establishing the public goods supply policy which farmers can benefit from has become an urgent and important problem to be solved during the practice of poverty alleviation.This paper provides the following paths for rural public goods supply of precise poverty reduction policy operation: First,adhere to fairness and justness value orientation;Second,establish a scientific and reasonable mechanism of supply;Third,innovate mechanism and mode of rural public goods supply;Fourth,improve rural public goods supply system under the poverty alleviation demand orientation.
