Since ancient times,poverty as a global problem has been hindering the development of mankind.In particular,although the developing countries devoted their efforts to alleviate poverty,they are not able to effectively tackle the poverty problem due to their backwardness of the economic,technological and other fields.World poverty remains a serious problem.From the founding of the People's Republic of China to the end of the 1980 s,the central task of poverty alleviation in China was in the rural areas.A series of poverty-alleviation policies have been formulated and promulgated for the poor rural governments.The poverty alleviation work had been carried through for many years,and the rural poverty-stricken population has dropped from 2.5 billion to 1.5 billion.Our country has made great contribution to solve the problem in the world.However,after entering the new century,compared with the rural poverty,the urban poverty problem is more and more obvious against the background of transformation of economic system,upgrading of an industrial structure and speeding up the process of urbanization.It has become the bottleneck of China's economic development and also affected the unity and stability of the whole society.Facing the urban poverty problem,the government has designated and implemented policies to the problem.But in the context of social and economic development,urbanization process,the urban poor complex,what is the problem existing in the urban poverty alleviation policy,how to improve the performance of poverty alleviation and how to improve the urban poverty alleviation policy remains to be studied.The research takes the performance evaluation system of urban anti-poverty policy as the object and uses the two step principal component analysis to analyses the comprehensive performance of urban anti-poverty policies and four first level indicators.And according to the empirical results,it analyses the problems existing in the urban anti-poverty policy and puts forward green development policies.The full text is divided into five parts.The first part is the introduction,which including the research background and significance,journals reviewed,research methods and technical route and innovation and insufficiency of this article.The second part is theoretical basis,assessment mode and the general situation of anti-poverty in cities and towns.The third part is the thrust of this article,which including the fourth chapter and the fifth chapter.The fourth chapter elaborates the principles,evaluation contents and evaluation system of the performance evaluation system of urban anti-poverty policy based on green development.The fifth chapter expounds the empirical analysis of the performance evaluation of anti-poverty policies in cities and towns by using the two step principal component analysis.The fourth part is the fifth chapter of this article,which puts forward several measures of green development based on promoting green economic development,increasing investment and supervision of poverty alleviation funds,improving social security system,strengthening employment system construction and promote the process of urbanization.The fifth part is the sixth chapter of this paper,which is a overall generalization of the research.
