As irreplaceable foundational resources,water resources are essential for economic development and strategic for reservation.At present,water shortage presents a serious threat for Ningxia's economic and social development.In view of this situation,China will carry out water right pilot projects in seven provinces to enforce water resources management,clarify the right to use water resources,improve the confirmation system of water right,promote the development of water rights trading market and protect the interests of water users.Thus,our national water resources can be transfered from lower utilization sectors to higher ones,improving the efficiency of water use.Based on the research on the practical experience of water right system construction in recent years of China,the article takes Zhongwei City as an example,puts forward the scheme of water right confirmation,constructs the Water Right Model,and has a thorough research and discussion on water rights confirmation database.The main research results are as follows:(1)In the aspect of water rights confirmation,the article proposes the scheme of water rights confirmation appropriate to Ningxia Zhongwei City on the basis of analysis.(2)In terms of water rights confirmation model construction,the article builds a water rights confirmation mode employing the method of "Fuzzy Analytic Hierarchy Process(FAHP)plus improved TOPSIS",establishes a judgment matrix to each index with "Fuzzy Analytic Hierarchy Process(FAHP)",and calculates the weight of each indicator to the total target.(3)For water rights confirmation proportion calculation,the article combines the weights of each index worked out through "Fuzzy Analytic Hierarchy Process" and the normalized decision matrix with improved TOPSIS method of orthogonal projection",calculating the proportion of water rights confirmation to each item.(4)As for the application of the construction model to Zhongwei City,the article applies the water rights confirmation model with "Fuzzy Analytic Hierarchy Process(FAHP)plus improved TOPSIS" to Shapotou District in Zhongwei City,Zhongning County and Haiyuan County,calculating the amount of water to be confirmed,working out the amount of direct water.(5)The article sets up the database management system of water right in Zhongwei City.In accordance with the requirement of water rights confirmation,the article designs the water rights confirmation database management system.Each county(district)builds its water rights confirmation database in accordance with the unified standards to have an informatization management of water rights,realizing the data retrieval,query,registration,change and other functions.
