Nowadays,the competition among different region is increasingly depend on the comprehensive and independent innovation which is corned on the rapid development of science and technology.The region as a link between micro enterprises and macro countries,its ability of independent innovation has an important linkage and traction for the cohesion of production factors,convergence of innovative resources,enhance the core competitiveness,adjust and optimize the industrial structure.And the regional scientific and technological resources,as an important factor influencing the regional independent innovation ability,its configuration scale,configuration efficiency and configuration structure have an important influence on the implementation of regional independent innovation strategy,regional innovation and collaborative innovation in all fields.It is a important issue to solve the existing problems in scientific and technological resources allocation problems and enhance the capability of independent innovation in Chang-Zhu-Tan area on the basis of studying and learning from other independent innovation demonstration area's experience in optimizing the allocation of scientific and technological resources to enhance the capacity of regional independent innovation,and Combined with the goal of independent innovation in Chang-Zhu-tan area as well as explore the scientific and effective allocation of scientific and technological resources.In this paper,the writer regard the country advocated the implementation of innovation-driven development strategy vigorously and construct the independent innovation demonstration area in Chang-Zhu-Tan as the macro background,Defined the regional independent innovation and the allocation of science and technology resources from multi-dimensional and multi-perspective under the premise of elaborating the significance of research,and the research status quo at home and abroad as well as the research ideas and methods.And explore the theoretical significance of regional innovation system theory,new institutional economics and resource allocation efficiency theory on the optimal allocation of science and technology resources in Chang-Zhu-tan area.Based on the analysis of the relevant data and the understanding of the overall situation of resource allocation in Chang-Zhu-g-tan area,the paper analyzes the problems existing in the configuration scale,configuration structure and configuration mode.Then,explore the reasons that causing the imbalance of science and technology resource allocation in Chang-Zhu-Tan from science and technology resource allocation system,science and technology resource allocation mechanism,science and technology resource allocation environment and so on.At last,this paper puts forward some ways to optimize resource allocation,including regard the demand of independent innovation as orientation,completing the institutional support system for optimal allocation of regional science and technology resources and the open and sharing mechanism of regional science and technology resources,as well as improving the monitoring and evaluation mechanism of regional science and technology resource allocation.To provide reference for the reform of Chang-Zhu-Tan area's science and technology resource management system and to promote the promotion of regional independent innovation ability and innovation performance.
