Under the new situation of "three-stage superposition",the regional financial system has undergone significant changes with the financing channels of local governments being narrowed and the construction funds are facing a serious gap.The Third Plenary Session of the 18th Central Committee stressed that "to perfect urbanization and healthy development of institutional mechanisms,adhere to the new way of urbanization with Chinese Characteristics." Urban traffic infrastructure construction is an important part of the new urbanization construction.But due to the large amount of investment,in many places,the slow construction of transportation infrastructure has directly affects the local economic and social development.Since the Third Plenary Session of the 18th Central Committee,the relevant departments of the central,provincial and municipal governments have vigorously promoted the government and social capital cooperation model(PPP)in accordance with the spirit of the plenary session,to solve the funding gap of local government infrastructure construction.Especially after 2014,the PPP projects around the nation has experienced explosive growth.so during the new urbanization development process,to promoting and applying the PPP model is the right time.This paper consists of six chapters.The first chapter introduces the research background,the research significance and the research methods of the PPP model.The second chapter summarizes the domestic and foreign research literature on PPP model,and explains the connotation,characteristics and transaction structure of the domestic PPP model.The third chapter mainly expounds,analyzes and summarizes the case of the operation model,quasi-operation model,and non-operation model of urban transport infrastructure.The fourth chapter introduces the business negotiation,scheme design and financial commitment of PPP project in Wuhan Economic and Technological Development Zone(WEDZ)in detail,such as the basic,basic,The author analyzes the necessity and feasibility of using PPP model,and puts forward the desirable and the insufficiency according to the concrete conditions of the operation of the project.In the fifth chapter,on the basis of the previous chapters,the paper puts forward the proposal of applying the PPP model to the non-operating urban transport infrastructure projects from six aspects.Chapter 6 is a summary of this paper,and points out the parts to be improved of this paper.The purpose of the study is to provide reference for both government and social capital to improve the standardization of project operation and to promote the transformation and development of the two sides,to provide reference in achieving the"win-win" situation,To achieve the model in accordance with the general requirements "government-led,social participation,market operation,standardized and orderly" To reform and innovate the public goods and services supply mechanism of inputs,improve the quality of public goods and services,supply and efficiency,and promote local economic and social sustainable development.
