Research On Risk Management Based On The Whole Life Cycle Of International Logistics Projects

With the development of the national strategy of "one belt and one road",the number of China's foreign economic cooperation projects has increased significantly,and the international logistics industry has also ushered in a period of rapid development.However,in the management of international logistics projects,the lack of advanced scientific management methods and the guidance of appropriate risk control theory,the low customer satisfaction of international logistics projects,the over-expenditure of transportation costs,the lack of comprehensive analysis methods for risk management capability evaluation of logistics project managers and other phenomenas often occur,which makes it impossible to provide optimal logistics solutions for owners.Therefore,this paper studies the risk management method of international logistics project from the perspective of the whole life cycle of the project.Based on the theories of logistics project management,life cycle,risk management and multi-level fuzzy comprehensive evaluation,this paper conducts in-depth analysis and multi-level research on the risks of international logistics projects.At the same time,it demonstrates the feasibility of the theoretical methods studied in this paper through practical case application,and obtains the evaluation index and process of risk management capability of international logistics risk managers.The research on risk management evaluation of international logistics projects provides new ideas.Firstly,this paper elaborates the current situation,development trend,development opportunities and relevant literatures and works of international logistics project management.Then,it elaborates the characteristics and operation mode of international engineering logistics project,and refines the international logistics risk management into project establishment period,project start period,project execution period and project end period based on the whole life cycle of international logistics project.We should arrange the risk management work in each stage reasonably.Based on the characteristics and operation modes of international logistics projects,this paper studies and analyses the risk management of international logistics projects from the perspective of life cycle.After many studies,it obtains the multi-level indicators of risk management of international logistics projects,and then establishes a multi-level fuzzy comprehensive evaluation model of risk management to evaluate the effective implementation of risk management of international logistics projects.Taking Niamey Heavy Oil Power Station's logistics transportation project as an example,this paper expounds the risk control work in all stages of the whole life cycle of the project,guided by the results of risk management,so as to determine whether the risk management of the logistics project is in place or not,and evaluates the risk management of Niamey Heavy Oil Power Station's logistics transportation project by using the risk management evaluation index system of the international logistics project.The risk management capability of logistics general contractor is evaluated by comparing methods.Through analysis,research and summary,a relatively complete risk management system of international logistics project is obtained,which can be used as a reference for risk managers and risk management researchers of international logistics project.
