The Optimization Study Of The Performance Evaluation System For Thermal Power Enterprises Based On The New Electric Change And BSC

Along with the reform of electric power and the development of new energy power,electricity market competition is aggravated day by day.In 2015,the scheme of “New electric change”,put forward general thought of “hold the middle,open at both ends”.Opening electricity sales,direct power supply to big users,increasing environmental values,increasing the interconnection proportion of renewable energy and mechanism of cross-subsidy electricity price become an important orientation of enterprises with thermal power.But the pattern that our country's electric power production is given priority to the traditional thermal power has not been changed,thermal power accounted for more than 70% of power generation capacity,capacity of thermal power than have been accounted for about 80%.With China's economic growth is shifting to power demand growth slowed and the increasing proportion of new energy power,etc.,thermal power has appeared obvious signs of excess.Therefore,for the thermal power enterprise,how to adapt to the demands for the new electric and electric power market's development trend,strengthen research of the performance appraisal system based on the new electric change of thermal power enterprises,especially based on thermal power enterprise strategy,enterprise internal management,the electricity market environment dynamic changes and the demand of the sustainable development,have important research value and practical significance in improving thermal power enterprise management and the enterprise core competitiveness and increasing the sustainable development of thermal power enterprises.This paper firstly summarizes the research background,domestic and foreign research dynamic and the research content;Secondly,systematically comb the relevant theories of performance appraisal,analysis the basis of BSC as the assessment;Again,based on the new electric change affect,carry out a SWOT analysis to thermal power enterprises,put forward requirements of multiple points of view to the new electric change to thermal power enterprises,then find out orientation requirements and existing problems of current thermal power enterprise performance evaluation under the new electric change.Then,based on the balanced scorecard,design dynamic performance evaluation system “Enterprise,departmental,post level” of “environment,strategy,performance appraisal”,for thermal power enterprises,build optimization model for performance appraisal and conduct evaluation effect inspection.Finally,carry on empirical research with DT coal-fired power plant as an example,put forward the corresponding countermeasures for enhanced performance appraisal.Thesis research results has a certain reference value and significance to thermal power enterprises adapt to the new electric and electric power market development trend and achieve sustainable development.
