With the development of global economic integration, China has entered the era of knowledge economy. As an organization of innovation service, the business incubator appeared in China in the late 1980s and provides all kinds of support for domestic knowledge-based and entrepreneurial enterprises. The support from business incubators reduces risks and costs of entrepreneurs and enhances the success rate of various small and medium-sized enterprises. Business incubators play social and economic roles in promotion of the high and new technology industry, perfection of national and regional innovation systems and economic prosperity. More importantly, business incubators cultivate numerous talents of science and technology and lay the foundation of the talent development of China's high and new tech enterprises. Thus,this accords with the theme of the knowledge economy era in China and is beneficial to stepping into the international market in respect of China's knowledge economy. Now China's business incubators have stepped into a period of stable development and new business incubators continually enter into China every year. The continuous development of business incubators invigorates the development of Chinese economy. Currently, China has most business incubators in the world. Though China's business incubators develop rapidly,there are problems from many aspects. Especially in an environment lacking mature capital markets and technology markets in present China, to utilize new concepts can only be short-term behavior instead of a long-term solution of development without effective profit models and management plans. Therefore, it is worth pondering that how to develop more enterprises and realize better development through business incubators.In addition to application of proper business models, development and management of human resources, the core resources of business incubators, shows its outstanding position in the management of business incubators. Hence, one of the keys to successful business incubators is to effectively develop and scientifically and rationally manage human resources.On the basis of illuminating the theory and development of human resource management and business incubators, this paper analyzed the status of human resource management of Company G in terms of strategic planning, personnel recruitment,training and development of personnel,salary administration and performance evaluation etc. and explained how to improve its talent management mechanisms such as talent utilization, talent attraction and talent training to seek the overall optimization. Both the analysis on effects of the improvement of human resource management on the development of business incubators and the positive significance of talent cultivation reflected indirectly by its influences on domestic economy indicate the importance of human resource management in the overall management of business incubators, which is conducive to attaching greater importance to human resource management, normalizing human resource management constantly, strengthening human resource management,insisting on the people-oriented management core and allowing effective human resource management to become the endogenous power of the development of business incubators.
