Research On The Performance Evaluation Of Comprehensive Reform Of Agricultural Water Price

The evaluation of agricultural water price reform performance is a comprehensive evaluation for the effect and mode of the agricultural water price reform,evaluating economic,social,ecological and other aspects performance.Carrying out this assessment will help measure the consistency of the performance and objectives of the reform,find out the existing problems,and explore the future direction of reform.The paper analyzes the current situation and existing problems of the comprehensive reform of agricultural water price in China by means of theoretical analysis,investigation and summary,case analysis and so on.On the basis of referring lots of documents and the current situation of agricultural water use in China,paper choose the evaluation theory and methods of comprehensive reform of agricultural water price.determining the principle of constructing evaluation index system.Based on the definition of the comprehensive reform of agricultural water price of water saving performance,economic performance,social performance and ecological performance,the construction includes 4categories and 12 indicators of the comprehensive reform of the performance agricultural water price evaluation system.Using the evaluation index system,to take the comprehensive reform of agricultural water price in Inner Mongolia pilot county as a case,evaluate comprehensive reform of agricultural water price performance evaluation results in Hangjinqi.The results shows that the comprehensive reform of agricultural water price in Hangjinqi has achieved some success.First,the most obvious is the economic performance,developing from worse to better by adding two levels.It shows that the reform has achieved remarkable results in improving irrigation conditions,saving labor and increasing agricultural output.Second,the evaluation results on water-saving performance and social performance both increase one level.On the one hand the water-saving performance increased significantly,for the reason that the water-saving irrigation infrastructure is too weak to get enough space to develop in the future,and it has played an inportant role in improving the efficiency of agricultural water use;On the other hand,the increase of social performance is not high,but the subordinate level is the highest.It means that the performance of the reform in improving the quality of the project,and improving the management level of the irrigation district has basically reached the goal of reform.The ecological performance level unchanged,considering other factors,indicating that the reform in the ecological aspects of performance are very small.In summary,the comprehensive reform of agricultural water price basically reached the goal of reform,promoting the development of water-saving irrigation,saving farmers’ expenditure on water security,irrigation management operation,resulting in water saving,economic and social aspects of good performance,and has laid a good foundation for the next step of reform and development.However taking time into account,need continues to study for long time.On this basis,put forward to improve the agricultural water price reform suggestions,including perfecting the agricultural waterprice mechanism,strengthen financial support,deepen the reform of water rights,security management services and to strengthen publicity,construction and water-saving society.The innovation of this papper is that the fuzzy comprehensive evaluation method is introduced into the comprehensive evaluation of agricultural water price,and establish a seris of feasible index system.
