Talent resource development and management has become a popular subject and received extensive attention of the society from all walks of life.At first,this thesis analyzes the fact that the integration of talent resource is indispensable to social and economic development in current world progress,indicates the background and importance of researching the development and management of talent resource,and points out that as the primary resource,talent resource is playing an crucial role in the rapid growth of regional economic growth and social development.The author depicts the constant recognition,enrichment,progress and innovation of talent work by the central government,expounds the historical position and significance of strengthening talent resource development and management,discusses the definition and connotation of talent resource from a certain academic perspective,and thus introduces the definition and main content of talent resource development and management.Then,the thesis summarizes related theoretical and research progresses of talent resource development and management at home and abroad since the 1980s,and extracts some experiences and revelations for current talent resource development and management.Through the quantitative research of related census statistics on Luhe District's talent resource,and in comparison of the fundamental practices of Luhe District's talent resource development and management,the thesis points out Luhe District has several problems in talent resource development and management from policy-based capital investment and using the configuration system to the cultivation and introduction of talents and incentive measures,etc.The main problems are policy-based talent investment insufficiency,low efficiency in talent employment,lack of forward-looking in talent cultivation,low benefits in talent introduction,obstacles in talent motivation,and the shortage in high-level talents.All these problems have led to the current lag of Luhe District's talent resource development and management.The thesis analyzes the causes of the above problems from ideology,historical mechanism,policy system,industrial development,etc.The author introduces the advanced practices and successful experiences in talent resource development and management of Suzhou Industrial Park,Zhejiang Zhoushan Islands New District,Shanghai,Dalian and developed regions of America and Germany,sums up the following revelations:bringing the government's leading role into play,and improving the talent work mechanism;increasing the investment in talent work,and building an atmosphere of thinking highly of and cherishing talents;emphasizing on both the cultivation and introduction of talents,and strengthening the efforts on talent work;bringing the fundamental role of market into play,and improving the coordinative mechanisms of industrial configuration,etc.Then,the author puts forward a series of feasible suggestions from perspectives such as talent concept,policy system,personnel cultivation,talent introduction,talent employment,talent motivation,etc.,which include implementing the central government's deployment.and innovating talent policy mechanism;innovating talent work concept,and establishing a scientific talent outlook which is keeping pace with the times;looking at incremental talents,and innovating the mechanism of talent introduction;focusing on industrial needs,and trying hard to introducing high-level talents;expanding platforms,and innovating talent cultivation mechanism;innovating methods,and improving the employment of talents and the incentive mechanism,etc.
