Farmland Circulation Behavior From Organization Perspective Evidence From 2759 Rural Household Survey In Henan, China

With the process of China's industrialization,informatization,urbanization and agricultural modernization,the rural labor force has been transferred in large numbers,the level of equipment of agricultural technology has been continuously improved,farmers contracted land management rights transfer significantly accelerate.The development of an appropriate scale has become an inevitable trend.Now China's rural still implement the household contract responsibility system,which makes the land management form diversified and decentralized,but it does not have the characteristics of large scale.Therefore,in order to achieve the production and operation of large-scale land,it is necessary by way of land transfer.To further study of the land transfer,this paper selects 2759 rural households from the eastern,western,northern,southern and central Henan province,according to the principle of stratified random sampling.Through the establishment of the Heckman two stage behavior decision-making model,from the perspective of different organizations to analyze the rate of land transfer willingness and the impact of the number of variables.The results showed that: first,farmers in the whole sample,age,number of labor and non-agricultural labor,the proportion of non-agricultural income proportion,to participate in the economic cooperation organization,to participate in agricultural insurance,one party of the couple based family decision type,spontaneous circulation organization,its cultivated land area,agricultural subsidies,terrain characteristics and regional dummy variables significantly affected the possibility of land circulation;years of education,age,proportion of non-agricultural labor,non-agricultural income proportion,and the number of households party in land circulation cooperative economic organization,one party of the couple based family decision types,their land blocks and the circulation period significantly affected.Second,the spontaneous organization perspective,age,the number of labor,labor and non-agricultural labor,the proportion of non-agricultural income proportion,to participate in the economic cooperation organization,to participate in agricultural insurance,one party of the couple based family decision types,its own area of arable land,agricultural subsidies and regional dummy variables significantly affect the possibility of land circulation;years of education,age,the number of labor and the proportion of non-agricultural labor,non-agricultural income proportion,to participate in the economic cooperation organization,in the number of land circulation of agricultural insurance,transfer fees,transfer period and regional dummy variables significantly affected.Third,in the government organization from the perspective of labor,age,number of labor,proportion of non-agricultural labor,non-agricultural income proportion,to participate in the economic cooperation organization,to participate in agricultural insurance,its own area of arable land,agricultural subsidies,terrain characteristics and regional dummy variables significantly affect the land circulation may;age,labor and non-agricultural labor,the proportion of non-agricultural income proportion,in the agricultural insurance,private owned farmland area,farming plots and transfer fees and the number of circulation period significantly affected the number of land circulation.Based on the research conclusions,this paper puts forward the following suggestions: First,to accelerate the rural labor force transfer;Second,strengthen the construction of rural cooperative economic organization;Third,to promote the development of agricultural insurance;Fourth,improve the rural social security system;Fifth,to establish land management rights transfer price evaluation mechanism.
