Since the 21 st century,the mining of mineral resources is developing gradually to the mechanization,information,intelligent and green mining in China,with the introduction of large-scale modern mining equipment and the continuous innovation of production process,as well as the policy guidance in the security,low carbon,environmental protection and other policies to protect resources and environment.As a result of this,it puts forward higher requirements to mining engineers in the transformation of production management idea,production environment adaptation and adjustment,the study and innovation of production technology,the balance of interests between efficiency and safety,the enhance of organization and management ability,as well as the communication and cooperation.As engineering education is an important output of engineering talent,it becomes fore discussion about how to make it more closely between engineering education and industry needs by building and implementing scientific engineering education standards,which is among the engineering universities and engineering education accreditation bodies at home and abroad.This article introduces the competency into the human resources management of geological mining industry and university's talent education training.And it can optimize the enterprise talent selection and evaluation system,while it can provide the basis for making the engineering education better meet the demand of engineering practice,and perfecting the education training standards of geological mining industry talents.Based on the competency theory,this article conducts a series of empirical research on the development and application of the competency model of outstanding mining engineers by the combination of qualitative research and quantitative research.The main conclusions are as follows:(1)This article builds the competency model of outstanding mining engineers using literature analysis,critical incident method,and questionnaire survey method.The competency model mainly includes three dimensions and 22 competencies such as the technical competency(mining and safety related knowledge,study ability,innovation ability,analytical thinking,operation skills,accident problem processing capacity,technology risk prevention ability,concern for order,quality and accuracy),social competence(mine production planning and evaluation,training others,judgment,decision making,information seeking,industry prospective,interpersonal communication,organization and management ability,impact and Influence)and trait of competence(responsibility consciousness,work hard,the concept of poduction time,confidence,team consciousness,learning ability).(2)According to the adaptation process of the organizational competence and individual competence,it put forward the mining engineer competency levels of static evaluation model which is based on the competency model of outstanding mining engineers.And it is mainly divided into the type of excellence,initiative,passiveness and inactivity.What's more,there are three relationships between organizational competence and individual competency,i.e.corresponding,interaction and dislocation.(3)In view of the current situation of engineering education in our country,it compares the competency model with the training objectives and requirements in engineering education professional certification standards and the undergraduate specialty introduction of higher institutions(mining engineering and safety engineering).Finally,it puts forward the suggestions on the reform of engineering education.
