Smart city is essentially the senior reflection for the new generation of informatization technology in senior industry informatization of the city,and also is the key support for fully implement of the 12 th five-year plan.After two years of development,smart city construction in china has officially entered the practical stage from concept stage.However,the traditional project management mode was difficult to deal with diversity and complexity of the smart city project.For example,the schedule planning and control were still in the traditional extensive management mode,which are obviously not adapting to the requirement of smart city multi-project management,and are becoming the main obstacle to the enterprise to achieve strategic objectives.Therefore,it is urgent to apply modem project management ideas and ways to deal with the challenges of smart city multi-project.The object of this thesis is Zhicheng company,whose business scope covers network engineering,software development,system integration,network security,smart city and many other areas of the business.With the strengthening of market competition,there is a lot of conflicts among capital,time,equipment,manpower and other resources in the complex multi-project environment.Under the condition of resource constraints,it is the most urgent task for Zhicheng company to develop an effective multi-project schedule and control plan through the efficient allocation of resources.This thesis carries out research on the smart city multi-project schedule management of Zhicheng company,and proposes multi-project schedule plan and control scheme for smart city project using the theory of multi-project management,tools and methods of project schedule and control.The main contents include the following parts.Firstly,the multi-project management organization structure,which is process oriented,is established by taking the project management process oriented theory as guidance.Secondly,the process of the five stages for the project start-up,planning,implementation and control,inspection and ending is optimized,according to the project management process reengineering theory and power matching principle.Thirdly,smart city multi-project work breakdown structure,which is suitable for Zhicheng company,is developed by using the list structure and according to the implementation process of the project.Fourthly,both smart city multi-project work sequencing and work activity duration estimates are completed,and the smart city multi-project schedule plan of Zhicheng company is established by taking the tools and methods of project schedule and control as guidance.Fifthly,smart city multi-project resource allocation strategy is developed according to the multi-project priority theory.Sixthly,the smart city multi-project schedule control plan is developed in five aspects as follows: multi-project schedule control goal setting,principle,way and the correction method,combining with the tools and methods of multi-project schedule and control,control process.Finally,the implementation strategy for multi-project schedule plan and control scheme for smart city of Zhicheng company is proposed in three aspects such as implementation tactics,difficulty and steps.The research results of this thesis not only provides theoretical guidance of multi-project schedule plan and control for all levels of project personnel of Zhicheng company,and promotes the level of smart city multi-project schedule management for overall Zhicheng company,but also provides the new project management ideas for the smart city construction industry for our country.
