Study On The Problem Of Precise Poverty Alleviation In J-town Of Yanchuan County

J-town belonging to the old revolutionary base in northern Shaanxi,the poor mountain area poverty population.J-town though Apple,greenhouse,farming and industry,but most of the retail business,has not yet been developed.For the critical time of implementation of the national poverty eradication strategy,winning the poverty battle,J villagers visited the town government research,and actively explore the model suitable for the industrial development of the town,effectively boosting the local poor households achieve towards increasing poverty.But the results remain hidden behind a lot of problems,needs further reflection and study.Using methods such as case studies,field investigation,in accordance with the "problem-analysis-problem solving" to study the idea.First,summarizes the five stages of the evolution of China's Poverty Alleviation Policy: 1978-1985 years of reform to promote poverty alleviation stage,large-scale development oriented poverty alleviation stage 1986-1993,1994-2000 years of poverty alleviation,2001-2012 years of continuous stage since 2013,the precise poverty alleviation stage.Expounds the basic concept of precise poverty the strategic concept and accurate poverty alleviation.Second,through the case study,the analysis of poverty population dynamic changes of the town of J 2015-2017 induction for three consecutive years,the causes of poverty and poor households property,a detailed introduction of the main town in the precise poverty alleviation practices: one is to explore 6 kinds of industry poverty alleviation precise mode;two support units,first Secretary of the power propulsion;three is strict money management;four is the ability to work without the fallback protection.Third,although the town of J in precise poverty have been actively explored,but in-depth study found that still exist in the poor recognition is not accurate,precise helping is not in place,the precise and accurate assessment of the management is not in place in four aspects.Fourth,to solve the problem,the strict management,explore the "ten red lines" filing system model,to further improve the recognition mechanism of the poor population;thorough investigation to perform their duties,to explore the "3+X","5+X" helping mode,to further optimize the working mechanism to help the cadres;strict examination,to explore a comprehensive assessment and assessment combined assessment model of assault further,innovation poverty performance evaluation system;explore the government and the cooperation of the "N+1" mode,to create a new mechanism of poverty alleviation in four aspects,this paper proposes an improved J town poverty alleviation precise recommendations.
